* Open to Indian companies, PSUs, or private entities with solar EPC/O&M experience.
* Must not be blacklisted or debarred.
* Must have adequate financial capacity and prior solar project experience.
* Joint Ventures/Consortiums are **permitted** as per format.
* Minimum **Net Worth and turnover** criteria defined in Section VI (Qualification Criteria).
* Must have valid **Digital Signature Certificate** and register on **[www.eprocure.gov.in](http://www.eprocure.gov.in)**.

### **7. Bid Submission Structure**
#### **Technical Bid (Cover-I):**
Includes:
* Cover letter, Power of Attorney, Company details
* EMD/Bid Security proof
* Integrity Pact, Land Border certificate, MII declaration
* Documents for technical and financial eligibility
* Signed copy of complete NIT and corrigenda
#### **Financial Bid (Cover-II):**
* Must be uploaded in the prescribed **BOQ Excel format** only.
* Must indicate **Levelized Tariff (₹/kWh)** for 25 years.

### **8. Evaluation and Selection**
* **Step 1:** Preliminary check for completeness and eligibility.
* **Step 2:** Techno-commercial evaluation.
* **Step 3:** Financial evaluation (only for qualified bidders).
* **Step 4:** L1 bidder selection based on **lowest levelized tariff** per region.
In case of tie (same tariff), bidder with **higher Net Worth** will be preferred.

* Successful bidders to deposit **15% Project Management Charges (PMC)** as non-refundable advance.
