#### 1. Project Objective
The primary objective is to empanel agencies to implement **2 MWp** of rooftop solar PV plants over the Bilaspur division. This will be executed through a **Public-Private Partnership (PPP)** on a **Design, Build, Finance, Operate, and Transfer (DBFOT)** basis.
#### 2. Scope of Work & Business Model (DBFOT)
– **Design, Build, Finance:** The selected developer (Solar Power Developer – SPD) is responsible for the entire project lifecycle, including arranging all finances.
– **Operate:** The SPD will operate and maintain the solar plant for a period of **25 years** post-commissioning, selling the generated power to the Railways.
– **Transfer:** After the 25-year period, the entire project will be transferred to the Railways at no cost and free of any encumbrances.
– **Power Evacuation:** Power will be utilized by the Railways through a **net metering system** as per state regulations.
#### 3. Key Project Details
– **Total Capacity:** 2 MWp (approx. project cost of **Rs. 8.167 Crores** based on MNRE benchmark).
– **Project Locations:** Rooftops across various stations and buildings in the Bilaspur division, covering areas in Chhattisgarh (CG) and Madhya Pradesh (MP). A tentative list of 41 sites with approximate capacities is provided in the document (totaling 3397 kWp, exceeding the 2 MWp target for selection).
– **Completion Period:** **09 months** from the Effective Date (handing over of the site).
– **Empanelment Duration:** The empanelment is valid for **one year** from the date of Letter of Award (LOA), with a possible extension of another year based on performance.
#### 4. Eligibility Criteria (Bidder Qualification)
To qualify, bidders must meet the following **Technical** and **Financial** criteria:
– **A. Technical Capacity (Must meet one of the following):**
1. **Option 1:** Experience in successfully installing a minimum aggregate of **200 KW** of grid-connected solar rooftop systems in Developer or EPC mode.
2. **Option 2:** Experience in successfully installing and commissioning a minimum aggregate of **1000 KW (1 MW)** of any grid-connected solar systems (rooftop or ground-mounted) in Developer or EPC mode.
– **B. Financial Capacity:**
1. **Average Turnover:** Minimum average annual turnover of **Rs. 150 Lakhs (Rs. 1.5 Crore)** over the last three financial years.
2. **Net Worth:** Must have a **positive net worth** in all of the last three financial years.
3. **GST:** Must have a valid GSTIN registration certificate.
#### 5. Key Costs & Financial Securities
– **RFQ Document Cost:** **Rs. 34,810/-** (Non-refundable, payable via Demand Draft). *Exempted for Micro & Small Enterprises (MSEs) with a valid Udyog Aadhar certificate.*
– **Bid Security (EMD):** **Rs. 10.68 Lakh per MWp**.
– Can be submitted as a Bank Guarantee (valid for 270 days) or Demand Draft (valid for 80 days).
– **Performance Security (PBG):** **Rs. 16.02 Lakh per MWp**.
– To be submitted by the successful bidder within 30 days of signing the Power Purchase Agreement (PPA).
