2. **Un-enlisted Contractors:**
* Must meet MES enlistment criteria of Class βDβ.
* Experience in Govt./PSU works with credentials in solar EPC.
* Same MoU requirement with rated solar firms unless rated themselves.
* Should not be blacklisted/suspended.
3. **Experience Requirement:**
* Completed and commissioned solar plants in Govt./PSU in the last 7 years:
* One work β₯ 40 kW (80%) OR
* Two works β₯ 25 kW (50%) OR
* Three works β₯ 20 kW (40%).

* EPC work cannot be sublet (except close relatives or firmβs employee with power of attorney).
