### Eligibility Criteria
* **Enlisted Contractors**: MES enlisted in Class ‘C’ and above; must provide valid Work Load Report.
* **Unenlisted Contractors**: Must meet MES Class ‘C’ financial and technical standards (turnover, solvency, prior work experience, etc.).
* **Solar Partnership**: Both enlisted and unenlisted contractors must have a **MoU with a rated solar firm**, unless they themselves are rated.
* **Solar Firm Rating**: Minimum 1A/1B/1C/2A/2B/2C by accredited rating agencies (CRISIL, CARE, ICRA, etc.).
* **Past Experience (Solar Works)**:
* One project ≥ 80% of 120 kW, OR
* Two projects ≥ 50%, OR
* Three projects ≥ 40%.
### Key Conditions
* **No Subletting**: Work cannot be subcontracted to another firm.
* **MoU Restrictions**: A solar firm can participate either directly OR via one contractor—not both.
* **Preference Policy**: Public Sector Enterprises (PSEs) and SMEs may be given preference per government rules.
* **Legal Jurisdiction**: Courts at the place of issue.
