* **Purpose:** To amend the **Telangana Electricity Regulatory Commission (Licensee’s Duty for Supply of Electricity on Request) Regulation, 2013**.
* **Primary Driver:** To align with the **Electricity (Rights of Consumers) Rules, 2020** (Ministry of Power) and address stakeholder concerns regarding Service Line Charges and the inspection/estimation process for new connections.
* **Key Objective:** To **standardize and simplify** the process of obtaining new electricity connections or additional load, **eliminating** the need for individual site inspections and estimations for connections within specified limits, thereby preventing arbitrary charges and delays.

**2. Context & Background**
* The original 2013 regulation mandated electricity supply on request (under Section 43 of the Electricity Act, 2003).
* The proposed amendment follows an initial draft published in October 2024. After receiving objections, particularly from the distribution licensee (TGSPDCL), the TGERC has revised the draft to address:
* Discrepancies between proposed and actual service line costs.
* Issues with discretionary power of inspecting officers during site estimations.

**3. Core Amendment: Standardized Service Line Charges**
The amendment introduces a **fixed, slab-based schedule of Service Line Charges** for new/additional LT connections (via overhead lines) **within 1 km of the existing network**.
