### **2. PRE-QUALIFICATION CRITERIA**
Bidders must satisfy the following:
– **Site Visit:** Mandatory.
– **Experience:** Worked with government/semi-government/PSU/reputed private organizations.
– **Office:** Must have a zonal office in Mumbai.
– **Financial Turnover:** Average annual turnover of ₹76,11,000 for the last 3 financial years, with no losses in more than 2 of the last 5 years.
– **Similar Works Experience (last 5 years):**
– At least 1 project ≥ ₹60.88 lakhs, **OR**
– 2 projects each ≥ ₹45.66 lakhs, **OR**
– 3 projects each ≥ ₹30.44 lakhs.
– **Relaxation for MSME/NSIC firms** possible for office and turnover criteria.
– **Documents Required:** Work orders, completion certificates, TDS certificates, etc.

### **3. INSTRUCTIONS TO BIDDERS**
– **EMD (Earnest Money Deposit):** ₹1,52,220 (2% of estimated cost) via DD/bank transfer.
– **Performance Bank Guarantee:** 5% of Work Order value within 7 days of award.
– **Security Deposit:** 2.5% deducted from each running bill.
– **Defect Liability Period:** 12 months.
– **Validity of Tender:** 180 days from submission.
– **Taxes:** GST @8.9% payable by contractor.
– **Site Visit:** Mandatory before bidding.
– **Bid Submission:** Two envelopes (Technical + Financial) inside one sealed outer envelope.
– **Canvassing:** Strictly prohibited.
– **Signing of Contract:** Required within 15 days of work start.

### **4. GENERAL & SPECIAL CLAUSES OF CONTRACT**
– **Contract Determination:** HBCSE may terminate contract for delays, poor workmanship, fraud, subcontracting without approval, etc.
– **Time Extensions:** Granted for delays due to force majeure, bad weather, fire, HBCSE-supplied material unavailability, etc.
– **Payments:** Released in stages (65% after inspection, 25% after installation, 10% after commissioning), with 2.5% security deposit deduction.
– **Penalties:** For safety violations, poor generation, delays, etc.
– **Arbitration:** Disputes referred to two arbitrators (one each by parties), with Mumbai jurisdiction.
– **Confidentiality:** All project documents are confidential.
– **Insurance:** Required at all stages (dispatch to 5 years post-commissioning), paid by bidder.
– **Warranty:** 5-year comprehensive warranty with free repairs/replacements.

### **5. SCOPE OF WORK & TECHNICAL SPECIFICATIONS**
**The contractor is responsible for a turnkey solution including:**
– **Design & Engineering:** Using software like Arc Helios, with 3D layout, shadow analysis, and SLD.
– **Supply & Installation:**
– **PV Modules:** 600Wp+ TOPCON bifacial, BIS/IEC certified, 25-year performance warranty.
– **Inverters:** 60kW + 80kW grid-tied, IP66, remote monitoring.
– **Mounting Structure:** Aluminium, SS304 fasteners, wind-resistant (160 km/hr).
– **Cabling:** DC cables (1.8kV, EN50618), AC cables (FRLSH), conduits, cable trays.
– **Protection:** Lightning arrestors, surge protection, earthing (≤5 ohms), fire extinguishers.
– **Metering & Grid Connectivity:** Net metering, approvals from MSEDCL, electrical inspector, etc.
– **Testing & Commissioning:** Factory + site testing, performance validation.
– **Operation & Maintenance:** 5-year comprehensive AMC including cleaning, monitoring, repairs, and liaison for approvals.

Includes 18 major items, such as:
1. PV modules (295 nos. of 600Wp+).
2. Mounting structure fabrication & installation.
3. Inverters (80kW + 60kW).
4. Remote monitoring system.
5. ACDB & DCDB panels.
6. Cabling, earthing, lightning protection.
7. High-pressure washer for cleaning.
8. 5-year AMC & O&M contract.
