### **2. Project Background & Scope**
* **Objective:** To select a Consultant to supervise the implementation of a **100 MWAC solar PV power plant** with a **52 MWh Battery Energy Storage System** in Goaltore, West Bengal (Phase 2 of an existing project).
* **Project Model:** The main EPC (Engineering, Procurement, and Construction) contract will be awarded separately on a turnkey basis, including 5 years of O&M. This consultancy will oversee the EPC contractor.
* **Consultant’s Core Tasks (Scope of Services):**
1. **Design Review:** Review detailed engineering designs from the EPC contractor.
2. **Construction Supervision:** Supervise all works and installation of the PV plant and BESS until commissioning, following **FIDIC Yellow Book** (Design-Build) conditions.
3. **Contract & Claim Management:** Administer the EPC contract, handle claims, variations, and payments.
4. **Reporting & Disbursement Management:** Report to KfW and manage fund disbursements and cost control.
5. **ESHS Compliance Monitoring:** Supervise contractor compliance with Environmental, Social, Health, and Safety (ESHS) standards, aligned with **World Bank Environmental and Social Standards (ESS)** and national regulations.

### **3. Key Prequalification Requirements for Applicants**
* **Eligible Entities:** Private firms, government-owned entities (if commercially autonomous), or Joint Ventures (JVs).
* **Joint Venture (JV) Rules:**
* Maximum of **3 members** total (including Lead Consultant).
* All members are jointly and severally liable.
* An applicant (including affiliates/JV members) can only participate in **one application**.
* **Mandatory Financial Criteria:**
* **Average Annual Turnover (last 3 years):** ≥ EUR 600,000.
* For JVs: Combined total must meet requirement; **each member** must meet ≥50% of requirement; **Lead Consultant** must meet full requirement.
* **Current Ratio (average last 3 years):** ≥ 1.0.
* For JVs: **Lead Consultant** must meet this requirement.
* **Mandatory Management System Certifications (for Applicant or JV Lead):**
* Quality Management System: **ISO 9001** (or equivalent).
* Environmental Management System: **ISO 14001** (or equivalent).
