In Detail : REC Power Development and Consultancy Limited (RECPDCL) is set to roll out 33.26 lakh prepaid smart meters across Gujarat as part of the central government’s Revamped Distribution Sector Scheme (RDSS). The initiative aims to modernize the state’s electricity infrastructure and improve billing efficiency and transparency.

The smart meters will be installed in two major regions—17.7 lakh in areas served by Dakshin Gujarat Vij Company Ltd and 23.6 lakh under Paschim Gujarat Vij Company Ltd. RECPDCL has signed implementation and direct debit facility agreements with Advanced Metering Infrastructure Service Providers (AMISPs) to execute the project.

These meters function like prepaid mobile plans, allowing users to recharge and monitor real-time electricity consumption through a dedicated mobile application. If a consumer’s balance runs low, the meter automatically disconnects supply, encouraging more efficient power usage and timely payments.

Gujarat’s Energy Minister Kanu Desai has confirmed that installation is free of cost and that prepaid consumers will receive a 2% rebate. The system is intended to reduce billing disputes, minimize losses for power distribution companies, and enable better load management.

However, the program has faced opposition in cities like Surat, Vadodara, and Ahmedabad. Residents have raised concerns about sudden disconnections and potential tariff hikes. To address these issues, Gujarat Urja Vikas Nigam Ltd (GUVNL) has agreed to install parallel check meters in select areas to build public trust.

Despite the resistance, the state remains committed to the project, viewing it as a step toward long-term energy security and operational efficiency. The government hopes that with increased awareness and transparency, consumers will see the benefits of adopting prepaid smart meters.
