* **EMD (Earnest Money Deposit)**: ₹4,59,000 in acceptable financial instruments, exempted for MES enlisted Class B contractors.
* **Performance Security**: 5% of the contract value to be deposited within 28 days of the acceptance letter.

### **Eligibility Criteria**
#### **A. MES Enlisted Contractors**
* **Class ‘A’ or above** and registered under category b(i) (Low Tension Electrical Works up to 1100V).
* Must have MoU with solar firms rated **1A to 2C** by CRISIL/ICRA/FITCH/CARE etc.
* Contractors with their own rating (without MoU) are also eligible.
#### **B. Non-MES Enlisted Contractors**
* Must meet MES criteria for Class ‘A’ and category b(i).
* Should have successfully completed government/PSU projects of equivalent scale.
* Must provide documents on turnover, bank solvency, capital, police clearance, litigation history, and GST/EPF/ESIC registration.
#### **C. Experience Requirement (All Contractors)**
* Experience in successfully commissioned solar projects for government/PSUs in the last 7 years:
* One project ≥ **640 kW** (80% of 800 kW), or
* Two projects ≥ **400 kW** each, or
* Three projects ≥ **320 kW** each

### **Tendering Process**
* **Submission**: Online via [https://www.defproc.gov.in](https://www.defproc.gov.in), physical copies of DDs/EMD to be submitted within 5 days post bid deadline.
* **Bid Evaluation**:
* **Cover-1 (Technical Bid)** must include all required documents.
* **Cover-2 (Financial Bid)** will only be opened if Cover-1 is validated.

### **Compliance & Integrity**
* **No subletting or third-party execution** is allowed except through family members or firm’s employees.
* **Integrity Pact** is mandatory. Both a scanned copy (uploaded with Cover-1) and a hard copy (submitted before bid opening) are required.
* Bids found to have discrepancies in submitted documentation or MoUs will be **rejected**.
* Related firms (e.g. shared proprietors or directors) **cannot bid separately** for the same tender.

### **Prequalification & Upgradation Criteria**
* Upgradation and fresh enlistment for contractors are strictly governed by MES Manual of Contracts 2020.
* Contractors can be considered for higher class eligibility if they meet enhanced thresholds of completed work value, turnover, and working capital.

### **Oversight and Jurisdiction**
* **Accepting Officer**: Chief Engineer Lucknow Zone
* **Executing Agency**: GE (I) Kanpur
* **Dispute Resolution**: Jurisdiction lies solely with courts in Lucknow.
* **Integrity Monitoring**: Independent External Monitors (IEMs) have been appointed; complaints are to be directed to them with full transparency.
