### **Objective**

TCIL is inviting **Expressions of Interest** from eligible bidders for a **Pre-Tender Tie-up** to act as back-end partners for the **Supply, Installation, Testing, and Commissioning of Grid-Tie Roof-Mounted Solar PV Installations** with a total cumulative capacity of **5 MWac** on qualified public buildings in **Mauritius and Rodrigues**, as per client tender **CEB/IFB/2025/9581**.

TCIL will be the lead bidder and is seeking exclusive partnership for the project.

* **Opening of Techno-Commercial Bids:** 16 Aug 2025 (17:30 hrs)

Bids can be submitted physically to TCIL Mauritius or via email, with price bids **password-protected**.

### **Eligibility Criteria**

Bidders must meet **strict technical, financial, and legal requirements**, including:

1. **Local Supplier Compliance** – Only Class-I and Class-II local suppliers per DPIIT’s Make in India order; Class-I preferred for purchase preference.
2. **Entity Type** – Registered Indian company, proprietorship, partnership, or government society with incorporation/registration proof.
3. **Financials** –

* Avg. annual turnover ≥ MUR 56.2M over last 3 years.
* Positive net worth (last FY).
* Profit Before Tax in 2 of last 3 years.
4. **Experience** –

* Similar works: 1 project ≥ MUR 121.8M, OR 2 ≥ MUR 87M each, OR 3 ≥ MUR 69.6M each in last 7 years.
* “Similar work” = Supply, Installation, Testing, and Commissioning of Grid-Tie Roof-Mounted Solar PV.
5. **Manufacturing & Technical Capacity** –

* ≥ 5 years in manufacturing relevant products.
* PV/Inverter production capacity ≥ 100 MWp/year.
* ISO 9001 & ISO 14001 certifications.
* 5,000+ mounting structures produced annually in last 5 years.
* Wind-resistance certification for mounting structures.
6. **Project Delivery Experience** – Design/install/test/commission at least 200 small-scale grid-tie rooftop PV systems or ≥1 MWp cumulative capacity in last 2 years.
7. **Other** – GST/VAT registration, Manufacturer’s Authorization, No Blacklisting/Conviction, Skilled workforce, and compliance with labour laws.

**Consortiums** allowed (max 3 partners) with specific lead partner rules.

### **Bid Security (EMD)**

* Amount: MUR 295,000 (valid 240 days or until 17 April 2026).
* Modes: Bank Guarantee, cheque, or bank transfer (Bank of Baroda, Mauritius).
* EMD refundable to unsuccessful bidders; forfeitable in cases like withdrawal during validity, non-signing of contract, or non-submission of Performance Security.

### **Evaluation**

* Only **substantially responsive** bids evaluated.
* L1 bidder determined on lowest cost (excluding taxes) from price bid schedule.
* NPV-based evaluation for projects with both CAPEX and OPEX.
* TCIL reserves rights to reject any bid or negotiate in exceptional cases.

### **Key Contract Conditions**

* **Purchase Preference**: 20% margin for Class-I local suppliers per Make in India policy.
* **Force Majeure**: Covers war, earthquake, etc. with 3-month suspension limit.
* **Risk Purchase**: TCIL may execute incomplete work at bidder’s risk and cost.
* **Liquidated Damages**: 1% of contract value per week delay (max 6%).
* **Performance Security**: Back-to-back with client; valid 60 days beyond 5-year defect liability period.
* **Payment Terms** (back-to-back with client):

* 60% – after installation/testing of each PV system.
* 30% – after commissioning.
* 5% – after training & document submission.
* 5% – after final completion/reliability testing.
* **Termination**: For default, insolvency, or breach.
* **NDA** and **Integrity Pact** mandatory.

### **Scope of Work**

As per client’s tender:

* Supply, installation, testing, commissioning of **5 MWac grid-tie rooftop PV** systems on multiple public buildings.
* Includes risk & technical assessments, possible relocation/reinstallation, maintenance, and compliance with CEB requirements.

### **Price Bid Structure**

* **Main Lot**: Complete project for 5 MWac rooftop PV across Mauritius & Rodrigues.
* **Contingency Items**: UPVC piping, underground cabling, drawpits, stub columns, MCCB supply, etc.
* **Optional Items**: Dismantling/reinstallation of various PV sizes, cleaning/maintenance, meter box fixation, waterproofing repairs, technical assessments.
