#### **2. Tender & Bid Submission Details**

#### **3. Eligibility Criteria (A Critical Section)**
Eligibility is divided into three categories, with a core requirement for all being experience with Solar Power Plants.
**A. For MES Enlisted Contractors:**
* Must be enlisted in **Class ‘C’ or above** with a satisfactory Work Load Report (WLR).
* Must have a **Memorandum of Understanding (MoU)** with a solar power firm rated 1A/1B/1C/2A/2B/2C by agencies like CRISIL, CARE, etc. (This is waived if the contractor itself holds such a rating).
**B. For Contractors NOT Enlisted with MES:**
* Must meet the financial and experience criteria for **MES Class ‘C’ enlistment** (as per MES Manual 2020).
* Must also have an **MoU** with a similarly rated solar firm (waived if the contractor holds the rating).
* Must not be suspended, debarred, or blacklisted by any government entity.
* Must provide detailed history of works completed and in progress with MES, if any.
* **Important:** An unlisted contractor that wins two MES works must get enlisted, or they will become ineligible for future tenders.
**C. Experience Requirement for ALL Contractors:**
The contractor must have experience in successfully commissioning Solar Power Plants for Government/PSUs in the last 7 years. The required capacity experience can be met through one of the following options (based on an NIT-specified capacity of 100 KWP):
* **(aa)** One work of **≥ 80 KWP**
* **(ab)** Two works of **≥ 50 KWP** each
* **(ac)** Three works of **≥ 40 KWP** each
**Key Notes on MoU:**
* A solar firm can bid directly **or** via an MoU with a contractor, but **not both** for the same tender.
* Only one MoU per solar firm per contractor per tender is allowed.
* Violation leads to disqualification.

#### **4. Two-Class Below & Upgradation Rule**
This is a significant provision to ensure adequate competition:
* If, after initial screening, there are fewer than 7 eligible bidders, contractors from **up to two classes below** the eligible class (i.e., Class ‘D’ and ‘E’) may be considered.
* These lower-class contractors must prove they meet the **upgradation criteria** (financial soundness and past experience) to the eligible class (‘C’). If they can prove this, the standard limit on their residual work-in-hand is waived.

#### **5. Document Upload Requirements (Cover-I)**
The bid is submitted in two covers. Cover-I contains the technical and eligibility documents.
* **For MES Enlisted Contractors:** Application, valid enlistment letter, GST registration, EMD/cost of tender proof, and documents for PQC (Pre-Qualification Criteria) and upgradation (if applicable).
* **For Unlisted Contractors:** All documents required for Class ‘C’ enlistment, including financial statements, bank solvency, work experience details, Police Clearance Certificate for proprietors/partners/directors, GST registration, and EMD/tender cost proof.
**Crucial:** The scanned copy of the **GST registration must be uploaded in Cover-I**, or the bid will be rejected.
