## **2. Consignee Instructions**

### **Collection & Delivery Options**
Equipment can be:
1. Collected by the firm from department premises
2. Repaired **in situ** at GE (E) JRC
3. Delivered by the department to the firm’s workshop
### **Post-Repair Delivery**
* The repairer must deliver repaired items back to GE (E) JRC, including installation, at their own cost
* OR department may collect from the repairer’s workshop
### **Cost Responsibility**
* Firm’s quoted rate includes cost of:
* Loading/unloading
* Transport (as per conditions)

## **3. Supply of Materials**
The repairer must supply all necessary consumables and spares:
* All required **spares** included in quoted rates
* All materials required for **cleaning, servicing, lubrication, oils/greases** included
* Petrol/diesel for final testing included
* Repairer provides all materials needed for repairs and testing

## **4. Inspection & Testing**
* Repairs will be inspected by an authority designated by MES
* Repairer must provide tools, gauges, measuring instruments, etc.
* Joint inspection is conducted, followed by performance tests
* Any defects identified must be corrected at the repairer’s cost
* Damage during repair/testing is fully borne by the repairer

## **5. Status & Custody of Equipment**
* Equipment remains the **property of the department at all times**
* Firm is only the **custodian**
* Safe custody, handling, and storage are the firm’s sole responsibility
* Any damage/loss must be made good by the firm
* Assessment of loss by accepting officer is final
* All unserviceable/retrieved material must be returned to the department

## **6. Payment Instructions**
* Payment after successful completion and certification by inspection authority
* Bills (pre-stamped, pre-receipted, in triplicate) must be submitted
* Original supply order must be attached
* Bills undergo **pre-audit by associated finance**
* Payment is made **via A/C payee cheque only**

## **7. General Conditions**
* Repairer must inform in writing if delays occur due to uncontrollable circumstances
* Accepting officer may extend completion time if justified
* Failure to complete repairs on time may lead to cancellation without liability
* Department bears no insurance responsibility
* Consignee not liable for damages in transit or rejected repairs
* Repairs may be re-inspected within **6 months**; rectification must be done within **1 month** at repairer’s cost

## **8. Payment of Wages**
The supplier is responsible for:
* Paying minimum wages as per existing regulations
* Ensuring compliance with labour laws, EPF, ESI
* Proof of salary payment via Aadhaar-linked bank accounts
* For cash payments, workmen’s written undertaking and proof of payment is required

## **9. Guarantee / Warranty (Surety)**
* Repairs must bear a **1-year guarantee** from date of acceptance
* Includes:
* Quality of spares
* Workmanship
* Any defect must be rectified within **7 days** at repairer’s cost
* Failing which, department may get it rectified at repairer’s risk and cost
