**3. Eligibility Criteria:**

– Must have a **notarized MOU** with an **MNRE-approved Channel Partner** of **Category ‘A’** (credit rating 1A, 1B, 1C, 2A, 2B, 2C) for technical support.
– The channel partner must have relevant experience (e.g., one work >80% capacity, two works >50%, or three works >40% of the specified plant capacity in the last 7 years).
– **For Non-Enlisted Contractors:**
– Must meet financial criteria for **MES Class ‘D’ enlistment** (annual turnover, solvency, working capital, fixed assets, etc.).
– Must also have an **MOU with an MNRE Category ‘A’ Channel Partner** with the same experience requirements.
– Engineering establishment criteria are waived, but financial and asset criteria apply.
– **One Class Below Rule:** Contractors one class below the eligible class may bid if fewer than 7 eligible bids are received, subject to conditions.

**4. Financial Requirements:**
– **Cost of Tender Document:** ₹500 via DD/Banker’s Cheque in favour of GE (I)(CG) Bhubaneswar.
– **Earnest Money Deposit (EMD):** ₹84,180 in the form of a **Deposit-at-Call Receipt** (FDR not acceptable).
– **EMD Exemption:** Contractors on the MES approved list who have deposited standing security and executed a standing security bond are exempt from EMD.
