### **ELIGIBILITY CRITERIA**
#### **A. For MES Enlisted Contractors:**
1. Must be enlisted in Class ‘B’ or above in Category b(i).
2. Must have **MoU with a solar power firm** rated 1A/1B/1C/2A/2B/2C by CRISIL/CARE/FITCH/ICRA/SMERA/Brick Work Ratings.
3. Satisfactory Work Load Return (WLR) performance.
#### **B. For Non-MES Contractors:**
1. Must meet MES Class ‘B’ enlistment criteria (financial, turnover, solvency, working capital).
2. **MoU with a rated solar firm** (unless the contractor itself holds such a rating).
3. No adverse remarks in WLR or similar reports.
4. Not suspended/debarred by any government body.
5. If already executing two MES works, must enlist with MES.
#### **C. Experience Required (All Contractors):**
– Must have completed in the last 7 years:
**(a)** One solar plant ≥120 kWp, **OR**
**(b)** Two plants ≥75 kWp each, **OR**
**(c)** Three plants ≥60 kWp each.

### **SUBMISSION PROCESS**
– **Cover-1 (Technical Bid):** Includes eligibility documents, MoU, EMD, GST, PF code, etc.
– **Cover-2 (Financial Bid):** Opened only for technically qualified bidders.
– **Original DDs/EMD** must reach the Accepting Officer within 7 days of bid submission.

### **JOINT VENTURE (JV) PROVISIONS**
– JV allowed with **two firms only**.
– Lead party must meet ≥60% of qualifying criteria; combined ≥120%.
– Both parties must jointly possess required tools, plants, and staff.
– JV agreement must be uploaded with bid.
– **Security clearance** required for directors with foreign citizenship/residency.

### **IMPORTANT CONDITIONS**
– No subletting except to immediate family/employees.
– Deficient bids may be granted 7 days for rectification.
– Rejection of technical bid can be appealed to NHEA within stipulated time.
– **Lowest bidder** revoking or revising rates after opening may face penalty/forfeiture of EMD.
– **Related firms** (common proprietors/partners/directors) cannot bid simultaneously.
– Jurisdiction: Courts at Jamnagar.
