### **3. Eligibility Criteria (Who Can Bid)**

The tender is open to two categories of contractors, provided they meet the core experience requirement for solar projects.

**A. For MES Enlisted Contractors:**
* Must be enlisted in **Class ‘D’ and above**.
* Must have a valid enlistment letter.

**B. For Contractors Not Enlisted with MES:**
* Must meet the full enlistment criteria of MES **Class ‘D’** (regarding turnover, solvency, completed works, etc. as per MES Manual on Contracts 2020).
* Must submit documents required for enlistment (Police Clearance, financial statements, etc.).
* **Foreign firms are NOT eligible.** Indian firms with foreign nationals or NRI directors are eligible subject to security clearance.

**C. Mandatory Experience for All Contractors (Solar Project Expertise):**
The contractor must have successfully completed solar power projects for a Government Department/PSU in the last 7 years meeting one of the following criteria:
* **One work** of capacity not less than **80%** of the specified capacity.
**OR**
* **Two works** of capacity not less than **50%** each.
**OR**
* **Three works** of capacity not less than **40%** each.

**D. Mandatory Partnership (Solar Rating):**
* The contractor must have an **MoU with a solar power firm** that has a valid rating (1A/1B/1C/2A/2B/2C) from agencies like CRISIL, CARE, ICRA, etc.
* *Exemption:* Contractors who themselves possess this rating are exempt from the MoU requirement.

**E. General Disqualifications:**
* Firms with adverse remarks in Work Load Return (WLR).
* Firms that are suspended/debarred/blacklisted by any government entity.
* Related firms (with common Proprietor/Partners/Directors) bidding simultaneously.

### **4. Special Provisions for Lower-Class Contractors**

To increase competition, especially for this “remote/difficult area” (Pokaran), contractors **one class below (Class ‘E’)** or **two classes below (Class ‘SS’)** the required class can also bid, subject to conditions:

* **Residual Work Limit:** They are **not eligible** if their residual work in hand is more than **5 times** their tendering limit.
* **Upgradation Criteria:** They **are eligible** if they can prove they meet the criteria for upgrade to the required class (Class ‘D’) based on past experience and financial soundness, *regardless* of the residual work limit.
