### Financial Requirements

– **Earnest Money Deposit (EMD)**: **₹2,17,749/-** (2% of estimated cost).
– **Acceptable Forms**: Deposit at Call Receipt, Insurance Surety Bond, DD, Bankers Cheque, or Fixed Deposit in favor of “Pay & Accounts Officer, AMD, Hyderabad”.
– **Partial Bank Guarantee Option**: 50% of EMD or ₹20 lakh (whichever is less) in prescribed form, and the balance as Bank Guarantee (valid for 180 days).
– **Submission**: Scanned copy uploaded online; **hard copy must reach the office of Head, C&ESG, Hyderabad by 26.02.2026 (15:00 hrs)** . Tender is summarily rejected without EMD.
– **Performance Guarantee (PG)**: **5%** of tendered & accepted value, to be submitted within **7 days** of LOA issuance. Valid until completion date plus 60 days.
– **Work Security Deposit (SD)**: **2.5%** of tendered value, deducted from each running account bill. EMD is returned after PG submission.
– **O&M Security Deposit**: **10%** of total value of items executed, to be furnished before submission of plant completion certificate. Valid for 66 months from the accepted plant completion date.

### Mandatory Pre-Qualification Criteria (Part B)

1. **Entity Type**: Must be a registered firm in India. **Joint Ventures and Consortiums are not allowed.**
2. **Mandatory Registrations**:
– Registered vendor with **Ministry of New & Renewable Energy (MNRE), PM Surya Ghar National Portal for Hyderabad District, Telangana**.
– Valid **Electrical Contractor License** issued by Telangana Electrical Licensing Board.
– Valid **GST, PAN, ESI, and EPF** registrations.
3. **Make in India Compliance**:
– Must be a **”Class-I Local Supplier”** as per DPIIT orders.
– Must submit an undertaking (Annexure-1) specifying the percentage of local content.
4. **Eligible Source Countries**: Bidders from countries sharing a land border with India must comply with Public Procurement Order No. 1 & 2 (2020) and submit the certificate in **Appendix-F**.
5. **Past Experience (Last 7 Years)**: Must have satisfactorily completed similar works:
– **One** work of value not less than **₹87.10 lakh** (80% of estimated cost), OR
– **Two** works each of value not less than **₹65.32 lakh** (60%), OR
– **Three** works each of value not less than **₹43.55 lakh** (40%).
– **”Similar Work” Definition**: Design, Engineering, Supply, Install, Testing and Commissioning of grid-connected rooftop solar power plant with a minimum capacity of **100 KwP**.
– **Note**: Work order, schedule of quantities, and completion certificate must be uploaded. Completed values are to be brought to current costing level by enhancing at **7% per annum**.
6. **Financial Criteria**:
– **Average Annual Turnover**: Minimum **₹32.66 lakh** over the last **three consecutive financial years** (up to FY 2024-25).
– **Profit/Loss**: Should not have incurred loss in more than **two years** during the last five consecutive financial years.
– **Solvency/Net Worth**: Must have solvency of **₹43.55 lakh** (Bank Certificate, not older than 1 year, as per Appendix-I) OR Net Worth certificate of minimum 10% of estimated cost (Chartered Accountant certificate with UDIN, not older than 6 months, as per Appendix-II).
7. **Bidding Capacity**: Must be equal to or more than the estimated cost, calculated as per CPWD Works Manual formula: **Bidding Capacity = [A x N x 1.5] – B** (where A = Max value of construction executed in any one of last five years, N = completion period in years (120 days = 0.33 years), B = Value of existing commitments during the completion period).
8. **Resources**:
– Must own or be able to arrange necessary construction equipment (list to be submitted).
– Must have sufficient technical and administrative employees (list of proposed staff to be submitted).
9. **Affidavits & Declarations**:
– **Undertaking** that similar works have not been executed through another contractor on a back-to-back basis.
– **Declaration** confirming filing of Income Tax returns for the immediate two preceding years (Annexure-II), failing which higher TDS under Section 206AB will apply.
– **Tender Acceptance Letter** (Annexure-III).
– **OEM Undertaking** for technical support for 25 years (life of solar PV panels).
– **Police Verification Certificate (PVC)** for all engineers, staff, and labour to be engaged.
10. **Site Inspection**: **Mandatory**. Bidder must inspect the site between 30.01.2026 and 06.02.2026 and upload a **signed site inspection report** with a departmental representative. Bid is rejected without it.

– **Zero Deviation Bid**: Bids must be submitted on a **zero deviation basis**. Any conditions or stipulations will lead to summary rejection. Unconditional rebates are accepted.
– **Technical Bid Opening**: **26.02.2026 (15:30 Hrs)** . A Technical Evaluation Committee will verify credentials and may visit worksites to assess capability based on financial/technical capacity, past performance, quality consciousness, and tendency to sublet.
– **Deficiency Rectification**: During technical evaluation, missing documents (except EMD and Bank Solvency Certificate, which are mandatory) may be asked for by the inspection committee.
– **Financial Bid Opening**: Only for technically qualified bidders, at a later notified date. Award to the **L1 bidder**.
– **Price Bid (BOQ)**: The BOQ file (BoQ_XXXX.xls) must be downloaded as-is, quoted in the **SKY BLUE** columns, and uploaded without any tampering. Tampering leads to rejection, EMD forfeiture, and a possible ban.
