#### 3. Bidding Process and Financials
– **Tender Portal:** All bidding activities must be conducted online via the Government e-Procurement portal of NIC (GePNIC) at [https://eprocurentpc.nic.in/](https://eprocurentpc.nic.in/).
– **Bidding System:** Single Stage Two Envelope system (Techno-Commercial Bid in Envelope-I, Price Bid in Envelope-II).
– **Bid Security (EMD):** A fixed amount of **Rs. 2,00,000/- (Indian Rupees Two Lakh only)** is mandatory.
– **Consequence of Non-Compliance:** Any bid not accompanied by an acceptable Bid Security will be rejected as non-responsive and will not be opened.
– **Payment Method:** Bid Security can be submitted via Electronic Fund Transfer (EFT) to the provided ICICI Bank account, with proof of payment submitted separately.

#### 4. Eligibility and Compliance
– **Bidder Eligibility:** This tender is **only open to bidders who are already enlisted with NVVN**. The “Qualifying Requirements” section is explicitly marked “Not Applicable” as enlistment is the primary criterion.
– **Make in India Policy:** Only ‘Class-I local suppliers’ and ‘Class-II local suppliers’ (as defined under the Public Procurement (Preference to Make in India) Order, 2017) are eligible to participate.
– **Land Border Countries:** Bidders from countries sharing a land border with India are eligible **only if they are registered with the designated Competent Authority**. #### 5. General Terms and Conditions

– **No Queries After Deadline:** Bidders must submit any queries by the specified deadline. No queries will be entertained after this date.
– **Right to Reject:** NVVN reserves the absolute right to reject any or all bids or cancel the entire IFB without assigning any reason and without any liability to the bidders.
– **Communication:** The designated contact for communication is the Sr. Manager (C&M) at NVVN. The registered office is in New Delhi.
– **Technical Support:** A 24/7 GePNIC Helpdesk is available for any portal-related issues.
