### Key Details of the Tender

– **Total Capacity:** 491 kW (distributed across multiple client locations).
– **Type of Bidding:** Single Stage Two Envelope system (Techno-Commercial Bid and Price Bid) conducted online via the GePNIC (Government e-Procurement Portal of NIC).
– **Bid Document Availability:** The document is available for free download on the GePNIC portal. No hard copies will be issued.
– **Bid Security (EMD):** A fixed amount of **INR 5,00,000/- (Indian Rupees Five Lakh only)** is mandatory. Bids without this security will be rejected outright.

### Clients (Owners/Employers)

The successful bidder(s) will enter into a contract with individual clients for their respective portions of the project. The clients listed are:
– General Insurance Corporation of India (GIC Re)
– Bank of India (BOI)
– Numaligarh Refinery Limited (NRL)
– Central Drugs Standard Control Organisation (CDSCO)
– Oil India Ltd

A critical note is that each employer reserves the right to award its part of the project or not. Therefore, a bidder may receive multiple awards or none at all, and no claim can be made against NVVN or the clients for non-award of any part of the capacity.

### Scope of Work

The selected contractor (Successful Bidder) will be responsible for a complete turnkey solution, including:

1. **Engineering, Procurement, and Construction (EPC):**
– Conducting site assessments to determine the optimal capacity at each location.
– Detailed design and engineering of the solar PV plants.
– Procurement of all necessary equipment (solar modules, inverters, etc.).
– Construction, installation, and commissioning of the plants.

2. **Operation & Maintenance (O&M):**
– Providing comprehensive O&M services for **10 years** for most clients.
– For **Numaligarh Refinery Limited (NRL)**, the O&M period is specified as **2 years**.

3. **Miscellaneous:** The contractor is responsible for arranging all necessary logistics like water, electricity, and security at the project sites. The sites will be handed over on an “as is where is” basis, and bidders are advised to visit the sites before bidding.

### Eligibility and Participation Rules

– **Eligible Bidders:** Only bidders who are pre-enlisted with NVVN are eligible to participate.
– **Make in India:** Only “Class-I Local Supplier” and “Class-II Local Supplier” as defined in the Public Procurement (Preference to Make in India) Order are eligible.
– **Border Countries:** Bidders from countries sharing a land border with India are eligible **only if** they are registered with the competent authority as specified in the bidding documents. This rule also applies to Indian bidders with Technology Transfer (ToT) arrangements from such countries.
– **Digital Signature:** A Class-3 Digital Signature Certificate (DSC) is mandatory for participating in the e-tendering process.
