Summary:

## **Objective**
MbPA aims to position Mumbai as a key methanol bunkering hub, supporting low-emission alternative fuels for ships.

##  **Scope – Two Parts**

| Part | Focus |

| **Part 1** | Supply of methanol (carbon intensity ≤ 90 gCO₂e/MJ, well-to-wake) |
| **Part 2** | Methanol bunkering operations in Mumbai (storage, transfer, safety, licensing) |

Respondents may apply for **one or both parts**.

##  **Key Requirements (Summary)**

### **Part 1 – Supply**
– Provide methanol grade, purity, source, production pathway, and carbon intensity.
– Pathway certification and digital carbon tracking per tonne.
– Production/availability volumes, transport to Mumbai, infrastructure needs from MbPA.

### **Part 2 – Bunkering**
– Storage infrastructure plans (capacity, space, berth, safety, vapour return).
– Annual bunkering capacity and readiness timeline.
– Transfer rate (KL/hr), advance notice requirement.
– Experience in bunker supply (last 3 years).
– Quality/quantity assurance plans.
– Emergency response measures (leaks, fires, PPE).
– Compliance with **IMO IGF Code**, approval from **Director General of Shipping** and **PESO**.
– Manpower expertise.
– 5-year business plan with sales volume forecast.
– Contribution to developing Mumbai as a methanol hub (pricing, training, trading, etc.).

##  **Important Legal & Process Notes**
– This EOI is **non-binding** and **not a tender**.
– MbPA may later issue a separate process to appoint authorized bunker suppliers.
– MbPA reserves right to withdraw, revise, or extend the EOI.
– No liability for any costs or losses incurred by respondents.
– Confidentiality: MbPA may share submissions internally or with government bodies.
