### **Background:**
The CSERC has issued this notification in exercise of powers under **Section 181 of the Electricity Act, 2003**. The amendment is made in compliance with:
1. The order dated **12 April 2018** by the **Supreme Court of India** in *Civil Appeal No. 14697 of 2015*.
2. The order dated **2 December 2013** by the **Appellate Tribunal for Electricity** in *OP No. 1 of 2011*.

### **Key Amendment:**
The notification amends the **Chhattisgarh State Electricity Regulatory Commission (Conduct of Business) Regulations, 2009** (Principal Regulations) through the **Second Amendment Regulations, 2025**.
**Amendment Details:**
**Regulation 7(1)(b)** – **Quorum for Commission Meetings**
– Previously amended by the First Amendment, now substituted as follows:
> **(b) The quorum for a meeting of the Commission shall be two.**
**Provisos Added:**
1. **If only one Member is available** (due to vacancy or otherwise), the quorum for proceedings shall be **one**.
2. **For adjudicatory functions under Section 86(1)(f) of the Electricity Act, 2003**, it is **mandatory** that at least **one Member with a legal background** must be part of the quorum/bench.
