> **Note:** The total approximate cost for all three works combined is **Rs. 45 Lakhs**. EMD is **Rs. 90,000** and tender fee is **Rs. 1,000** (non-refundable).

### **4. Financial Conditions**

– **Tender Fee:** Rs. 1,000 (online via e-Chhawani portal – 15M challan). DD/Cash not accepted.
– **EMD:** Rs. 90,000 (online via self-generated 15M challan). DD/FDR not accepted.
– **Security Deposit:** 5% of tendered/estimated cost – to be deposited after tender acceptance (online or PBG from nationalized bank).
– **Offer Validity:** 180 days.

### **5. Submission Requirements**

#### **A. Online Submission (on e-Tender portal)**
– Technical bid + Financial bid (concurrently, digitally signed with DSC).
– Scanned copies of:
– 15M receipts for EMD & tender fee.
– All technical qualification documents.

#### **B. Physical Submission (Offline – by 08-05-2026, 3:00 PM)**
– Spiral-bound hard copy containing:
– Original 15M receipts (tender fee + EMD).
– Declaration on Rs. 500 non-judicial stamp paper (duly notarized) – Annexure “A”.
– Undertaking on Rs. 500 stamp paper (regarding no blacklisting in last 3 years).
– All technical bid documents (self-attested).
– Covering letter with passport-size photo & proof of residence/firm.
– Bid submission confirmation & acknowledgement from e-Procurement system.
– **Every page must be signed.**

> **Critical:** If the physical spiral-bound documents are not submitted by the deadline, the technical/financial bid will be **rejected**.

### **6. Technical Qualification (Pre-Qualification)**

Bidders must submit self-attested copies of:
1. Valid electrical contractor license or solar agency registration.
2. Registration with MNRE, MEDA, PWD, CPWD, MES, MJP, Zilla Parishad, or other govt. departments.
3. Experience certificate of **similar nature of work** in last 3 years.
4. GST registration certificate.
5. PAN card.
6. List of tools & machinery.
7. List of technical staff.
8. Any other documents as requested.

### **7. Important Rules & Restrictions**

– **No General Power of Attorney (GPA) Holder** allowed to participate.
– **Site inspection** mandatory before bid submission (contact office between 11:30 AM – 4:30 PM on working days).
– **Right to reject any or all offers** without assigning reason.
– **Failure to deposit security deposit** within prescribed period → EMD forfeited + 1-year blacklisting.
– No claim for extra expenses (travel, labour, climate, etc.) after bid submission.
