### **1. Key Dates**

### **2. Work Description**

**Name of Work:**
Design, Supply, Installation, Testing, and Commissioning of 15 MWp (AC) Ground Mounted Solar PV Power Project at DVC’s Chandrapura Thermal Power Station (CTPS), Jharkhand

**Scope:**
Turnkey execution of the entire 15 MWp AC solar project including:

* Detailed engineering & design
* Procurement & supply of all equipment/materials
* Civil, structural, mechanical & electrical works
* Testing, commissioning, and performance demonstration
* Compliance with technical specifications & statutory regulations

### **3. Eligibility / Prequalification Criteria**

* **Experience:** Completion of similar works in last 7 years:

* One work of at least ₹56.8 crore, or
* Two works each of at least ₹35.5 crore, or
* Three works each of at least ₹28.4 crore
* **Financial Turnover:** Minimum average annual turnover of ₹21.3 crore during last 3 financial years
* **Net Worth:** Positive in last financial year
* **Other:** Valid GST registration, PAN, PF, and ESI compliance

### **4. Tender Components**

Tender document consists of:

* NIT with instructions to bidders
* General Conditions of Contract (GCC)
* Special Conditions of Contract (SCC)
* Technical Specifications & drawings
* Price schedule & BOQ formats
* Forms for bid submission, EMD, integrity pact, etc.

### **5. Procurement & Submission**

* **Cost of Tender Document:** NIL
* **EMD:** ₹56,80,000 (via online payment or BG)
* **Submission Mode:** Fully electronic via DVC’s e-tender portal

* Part I: Techno-commercial bid (documents, forms, eligibility proofs)
* Part II: Price bid (BOQ format online)
* **Integrity Pact:** Mandatory signed copy required with bid
* Bids to be submitted before the deadline; late bids not accepted

### **6. Evaluation & Award**

* **Evaluation Basis:** Overall lowest price (L1) based on total landed cost including all taxes & duties, net of GST ITC
* **Process:**

1. Technical evaluation of Part I bids
2. Price bids of technically qualified bidders opened
3. Optional reverse auction may be conducted
* DVC reserves right to accept/reject any or all bids, split orders, or cancel tender

### **7. Important Clauses**

* **National Security Clause:** Restrictions on bidders from countries sharing land borders with India unless registered with DPIIT
* **Conflict of Interest:** Disclosure required if bidder or its representatives have connections with DVC employees or other participating firms
* **Non-Collusive Declaration:** Mandatory submission
* **Document Authenticity:** Any falsification may lead to rejection and debarment
* **Performance History Check:** Poor past performance may lead to disqualification

### **8. General Instructions**

* NIT conditions override other tender clauses
* Vendors must register on DVC’s e-tender portal to participate
* All certificates to be genuine and verifiable; originals to be produced on request
* Multiple bids from the same bidder will be rejected
* DVC not responsible for bidder-side technical/internet issues during submission or reverse auction

### **9. E-Tendering / E-Auction Guidelines**

* Vendors to ensure readiness of hardware, software, internet, and login credentials well before bidding
* Bidders to familiarize themselves with portal’s user manuals and mock auctions
* Continuous internet connection is critical during auction, especially in final minutes
