On **6 October 2025**, CERC found the applicant **prima facie eligible** for Category V licence and proposed grant of licence, invoking Section 15(5) of the Act.

# **5. Final Decision (7 November 2025 Order)**
CERC concluded that EPSPL **meets all requirements** under the Act and Trading Licence Regulations and **approved the grant of Category V Inter-State Trading Licence**.

# **6. Conditions of Licence**
EPSPL must comply with the following throughout the **25-year licence period**:
### **Regulatory & Legal Compliance**
* Comply with all provisions of Electricity Act, CERC Regulations, and directives.
* Maintain required **net worth**, **liquidity**, and **current ratios** at all times.
### **Activity Restrictions**
* **Must not engage in transmission business** during licence tenure.
### **Trading Margin**
* Must strictly adhere to CERC’s notified **trading margin regulations**.
### **Licence Administration**
* Pay annual licence fees on time.
* Provide periodic reports/data as required.
* Ensure continuous adherence to qualification and disqualification norms.

* Licence is liable for **revocation** if:
