## **1. Introduction of Updated Definition: Distributed Renewable Energy System (DRE)**

The Order introduces a comprehensive new definition of **DRE Systems**, applicable to domestic and non-domestic consumers.
These systems use renewable sources (solar, hydro, biogas, biomass, geothermal, wind) and must be located on the consumer’s premises or group/shared locations. They may operate individually or together (e.g., hybrid systems).

DRE systems include:

* Rooftop / ground-mounted systems on premises
* Community/group installations
* VNM and GNM configurations
* Open-access based renewable generation

## **2. Updated Categories Included Under DRE**

The order explicitly includes the following configurations under DRE:

### **(a) Behind-the-meter solar on consumer premises**

### **(b) Group net-metered or virtual net-metered community solar systems** located on

* public buildings
* community areas
* rented/leased/shared spaces

### **(c) Group or Virtual Net Metering at large campuses**

This includes universities, industrial parks, IT parks, etc.

### **(d) Renewable energy injected at the LT side of a transformer**

Allocated to multiple consumers using GNM/VNM models.

## **3. Clarification on Community-Based Renewable Energy Systems**

The amendments support **community solar / community RE projects**, which may serve multiple households or non-domestic users through shared infrastructure.

Examples include:

* Housing societies
* Resident welfare associations
* Commercial complexes
* Industrial parks

## **4. Applicability Across Consumer Categories**

Both **domestic and non-domestic** consumers are eligible to adopt DRE systems under these amended regulations.

## **5. Consumer Premise and Connectivity Rules**

The document reinforces that the system:

* must be located on or near the consumer’s premise, except for community/VNM systems;
* may be grid-connected at the consumer’s point of supply or at the distribution transformer (for GNM/VNM);
* must follow technical standards for safety and grid stability.
