## **Project Details**

**Transmission System for Integration of Kurnool-IV Renewable Energy Zone (REZ) – Phase-I (4.5 GW)** on **Build, Own, Operate and Transfer (BOOT)** basis.
Key elements include:

1. **Kurnool-IV Pooling Station (AP):**

* 4×1500 MVA 765/400 kV ICTs, 4×500 MVA 400/220 kV ICTs.
* Reactors: 2×330 MVAr bus reactors.
* Multiple bays (765/400/220 kV), bus sectionalizers, couplers.
* Provision for future ICTs and bays expansion.
* COD target: 24 March 2027.

2. **Kurnool-IV – Bidar 765 kV D/C line** with 330 MVAr switchable line reactors (SLR) at both ends.

3. **Kurnool-IV – Kurnool-III 765 kV D/C line** with 240 MVAr SLR at Kurnool-IV.

4. **±300 MVAr STATCOM** at Kurnool-IV with 2×125 MVAr MSR.

5. **Augmentation of ICTs at C’Peta:** 1×1500 MVA, 765/400 kV.

6. **LILO of Vijayawada–Nellore 400 kV D/C line at C’Peta**.

## **Tariff Discovery**

* Competitive bidding conducted by **RECPDCL** (as Bid Process Coordinator).
* **PGCIL declared successful bidder** with lowest **Annual Transmission Charges: ₹6,451.06 million**.

## **Connectivity & Utilization**

* CTUIL initially reported **4,300 MW connectivity** applications; later clarified total ~7,320 MW (4,990 MW at 220 kV, 2,330 MW at 400 kV) under Phase-I & II.
* Phase-I SCOD: **24 March 2027**; connectivity start dates: **March 2027 onwards**.
* Major applicants include SAEL, Tata Power, Gentari, NTPC Renewables, Avaada, Essar, Serentica, Waaree, Reliance NU Suntech, etc., across solar, wind, and hybrid projects (ranging 100–930 MW each).

## **Commission’s Findings**

* Petitioner met eligibility under the 2024 Transmission Licence Regulations.
* No objections were received to public notices.
* CTUIL recommended licence grant.

## **Order**

* **Transmission Licence granted** to POWERGRID Kurnool-IV Transmission Ltd. for **25 years** (till 2050), subject to:

* Compliance with Act, Regulations, CERC directions.
* No trading business during licence.
* Open access to be provided per regulations.
* Must follow grid codes, CEA technical standards, and competitive EPC contracting.
* Licence revocable for non-compliance or delays.

* Monitoring: CTUIL, Independent Engineer, and CEA to oversee execution and SCOD compliance.
