### Project Overview

The project is divided into two parts[cite: 378, 392]:
1. **Transmission Scheme for integration of Davanagere/Chitradurga REZ:**
* This involves establishing a 765/400 kV and 400/220 kV Pooling Station near Davanagere/Chitradurga, Karnataka, with a scheduled commercial operation date (COD) of 24 months (March 21, 2027)[cite: 379].
* The scheme also includes the LILO (Loop-in-Loop-out) of the Narendra (New) – Madhugiri 765 kV D/C line at the new pooling station[cite: 382].
* It also requires the upgradation of the Narendra (New) – Madhugiri line to its rated 765 kV voltage level[cite: 385].
2. **Transmission Scheme for the integration of Bellary REZ:**
* This includes the establishment of a 400/220 kV Pooling Station near Bellary, Karnataka, with a scheduled COD of 30 months (September 21, 2027)[cite: 393].
* The scheme also covers a 400 kV D/C line connecting the Bellary PS to the Davanagere/Chitradurga PS[cite: 396].

### Background and Decision

The petitioner, POWERGRID Chitradurga Bellary Transmission Limited, was declared the successful bidder by PFC Consulting Limited, the Bid Process Coordinator, with the lowest quoted annual transmission charges of ₹3958.34 million[cite: 397, 398].

On August 7, 2025, the Commission prima facie proposed to grant a transmission license to the petitioner[cite: 399]. A public notice was published in *The Hindu* (English) and *Jansatta* (Hindi) on August 14, 2025, to invite suggestions or objections[cite: 405]. No objections or suggestions were received from the public in response to this notice[cite: 406].

The Central Transmission Utility of India Limited (CTUIL) also recommended the grant of the license in a letter dated April 11, 2025[cite: 417].

Based on the evidence, the CERC concluded that the petitioner meets the requirements of the Electricity Act, 2003, and the Transmission Licence Regulations, 2024, for the grant of a transmission license[cite: 418]. The petition was allowed, and the CERC directed that a transmission license be granted to POWERGRID Chitradurga Bellary Transmission Limited[cite: 421, 450].

### License Conditions

The grant of the transmission license is subject to several conditions, including[cite: 422]:
* The license will be valid for 25 years unless revoked earlier[cite: 423].
* The licensee must comply with the 2024 Transmission Licence Regulations and other relevant regulations and standards[cite: 424, 442, 443, 444].
* The licensee is prohibited from engaging in the business of electricity trading[cite: 427].
* The licensee must pay a license fee as per the Central Electricity Regulatory Commission (Payment of Fees) Regulations, 2012[cite: 431].
* The licensee must provide non-discriminatory open access to its transmission system[cite: 435].
* The EPC contract for the project must be awarded through a competitive bidding process[cite: 445].
* CTUIL, its appointed Independent Engineer, and the Central Electricity Authority will monitor the project’s execution[cite: 446].
