### **5. CERC Decision**
* CERC found that **WRNES Talegaon Power Transmission Ltd.** meets the legal and regulatory requirements under:
* Sections **14 & 15** of the *Electricity Act, 2003*, and
* **CERC Transmission Licence Regulations, 2024**.
* The Commission **granted an inter-State transmission licence** for the Talegaon project on a **BOOT** basis.

### **6. Key Licence Conditions**
* **Validity:** 25 years from issue date (unless revoked earlier).
* **Obligations:**
* Compliance with all relevant **CERC regulations** (2024 Licence, 2020 Sharing, 2012 Performance, 2023 Grid Code).
* Payment of **licence fees** as per CERC (Payment of Fees) Regulations, 2012.
* No involvement in electricity trading.
* Must allow **non-discriminatory open access** to the transmission system.
* **EPC contracts** to be awarded via competitive bidding.
* Adherence to **CEA Technical Standards** and **Grid Standards**.
* **Monitoring:**
* **CTUIL** and **CEA** will oversee execution and report any lapses to CERC.
* Compliance with RfP clauses 2.5.7.3–2.5.7.5 required.
