**Project Details:**
The license is granted for the project titled **”Transmission System Strengthening at Davanagere for Integration of Renewable Energy (RE) Generation.”** The project will be executed on a Build, Own, Operate, and Transfer (BOOT) basis and includes:
1. Augmentation of transformation capacity at Davanagere Substation.
2. Augmentation of capacity at Davanagere/Chitradurga Substation.
3. Construction of new 220 kV line bays for RE project integration.

**Background & Process:**
1. PGCIL was selected as the successful bidder through a competitive bidding process conducted by RECPDCL, quoting the lowest annual transmission charge of ₹423.11 million.
2. The CERC, after an initial review, published a public notice on December 31, 2025, inviting objections.
3. **No objections were received** from the public or the listed respondents.
4. CTUIL had already recommended the grant of the license.
5. A hearing was held on January 8, 2026, where the petitioner confirmed no objections were received.

**Commission’s Decision:**
The CERC approved the petition and granted the inter-state transmission license to the petitioner, finding that it satisfied all requirements under the Electricity Act, 2003, and the CERC (Transmission Licence) Regulations, 2024.

**Key License Conditions:**
* **Validity:** The license is valid for **25 years** from the date of issue.
* **Compliance:** The licensee must comply with all provisions of the Electricity Act, 2003, the 2024 Transmission Licence Regulations, the Grid Code, and all other relevant regulations and CERC directions.
* **Restriction:** The licensee is prohibited from engaging in electricity trading.
* **Open Access:** It must provide non-discriminatory open access to its transmission system.
* **Fees:** It must pay the prescribed license fees on time; delay beyond 60 days constitutes a breach.
* **Execution:** The project’s Engineering, Procurement, and Construction (EPC) contract must be awarded through competitive bidding.
* **Monitoring:** CTUIL and the Central Electricity Authority (CEA) will monitor the project’s execution and report any delays to the CERC.
