### **Work Title**

**DESITC of Grid Interactive Solar Photovoltaic System (Without Battery Backup) and SITC of Grid Interactive Inverter at 85 RCP Locations**
under WRPL Koyali, Rajkot, and Vadinar Base across Gujarat & Madhya Pradesh.

* DESITC = Design, Engineering, Supply, Installation, Testing & Commissioning
* SITC = Supply, Installation, Testing & Commissioning

This is a **Works Contract** with no reverse auction and no tender fee.

## **2. Key Tender Parameters**

### **Job Completion Period**

**6 months** from the date of issue of “Specific Notice” by Engineer-In-Charge (EIC).

### **Scope of Work Includes**

* Complete design and engineering of grid-connected SPV system
* Supply of all materials and components
* Installation, testing & commissioning
* Commissioning of grid-interactive inverter
* Work to be executed across **85 RCP locations**

WRPL locations across:

* Gujarat
* Madhya Pradesh
Including Koyali, Rajkot, Vadinar Base.

## **3. Commercial Requirements**

### **Bid Submission Type**

* Online only (e-submission)
* Two-bid system: Techno-Commercial + Price Bid

### **GST Structure**

* 70% of work considered as supply → 5% GST
* 30% as services → 18% GST
* Bidders select applicable GST rate in BoQ
* BoQ total value includes GST

## **5. Eligibility Criteria**

## **6. Pre-Qualification Criteria (PQC)**

### **6.1 Minimum Annual Turnover**

**₹34.13 Lakhs**

2022-23, 2023-24, 2024-25.

Turnover must be from audited standalone financials.

Important conditions:

* Statements must carry UDIN for CA certification
* Alternative norms for foreign bidders
* Conversion based on SBI/RBI TT selling rate if foreign currency involved

### **6.2 Similar Work Experience (Completed Work Orders)**

Bidder must have completed DESITC of Grid Interactive Solar PV Systems in last 7 years.

Bidder must meet any ONE of the following:

1. **One completed similar work ≥ ₹28.44 lakh**
OR
2. **Two completed similar works each ≥ ₹22.75 lakh**
OR
3. **Three completed similar works each ≥ ₹17.07 lakh**

Definition of Similar Work:
**DESITC of Grid Interactive Solar Photovoltaic System**

Conditions:

* Completion certificate must clearly mention completion date & executed value
* GST/service tax breakup should be indicated
* Subcontractor experience accepted only with owner/EIC approval certification
* Foreign currency amounts to be converted using official TT selling rate
* Work executed for own plant not acceptable (except for Subsidiary/Holding companies with tax invoice proof)

### **6.3 Technical Qualification Criteria**

Bidder must have completed **at least one** similar work of:

**Grid Interactive SPV System ≥ 22 kWp (Single Work Order)**
in the last 7 years.

Supporting documents:

* Work order copy
* Completion certificate
* Invoices, payment proofs, 26AS/TDS if required

## **7. Earnest Money Deposit (EMD)**

* **₹15,000** mandatory for all bidders (including MSME)
* No interest payable

## **8. Performance Security / Security Deposit**

* **2.5% ISD** of contract value at contract signing
OR
* **10% security deposit** upfront

## **9. Other Conditions**

* No concurrent commitment criteria
* No net-worth requirement
* No Integrity Pact required
* No advance/mobilization payment
* CPE guidelines applicable
* IOCL reserves full right to cancel/extend tender
* Bidder must track corrigendum on portal
* Legal jurisdiction: **Rajkot Courts (Gujarat)**
* Tender is floated “on risk & cost” of previous contractor; such contractor is barred
