### **Purpose of the Document**

This document amends the **Transmission Licence No. 1 of 2011**, previously granted to **Adani Mumbai Electricity Limited**, updating the authorized list of:

* Existing Transmission Lines
* Existing Bays at Substations
* Proposed Transmission Lines
* Proposed Bays at EHV Substations

These amendments collectively define the **infrastructure authorized for establishment and operation** by AEML-T under MERC’s approval.

## **1. Existing Transmission Infrastructure**

### **Existing Transmission Lines**

There are **34 operational 220 kV transmission lines**, with a **total circuit length of 593.54 km**, linking multiple Extra High Voltage (EHV) substations across Mumbai and its periphery.

**Key Lines Include:**

* **Dahanu–Ghodbunder–Versova Corridor:** Major backbone with multiple circuits (e.g., Dahanu–Ghodbunder–1: 84.58 km, Dahanu–Versova: 105.92 km).
* **Goregaon–Aarey–Saki Section:** Connects central urban substations with circuits of 4–6 km each.
* **Chembur–Trombay Link:** Dual lines of 8.13 km each ensuring redundancy in the Trombay power corridor.
* **BKC Transmission Lines:** Two 220 kV circuits (10.25 km each) interconnecting Chembur with Bandra Kurla Complex.

## **2. Existing Bays at Substations**

The *Existing Bays Table* (page 4) details capacities across 11 major 220 kV EHV substations.

These substations form the **primary switching and control network** of the AEML-T grid in the Mumbai region.

## **3. Proposed Transmission Lines (New Authorizations)**

The **Fifth Amendment** authorizes **18 new transmission lines** totaling **84.70 circuit km**, enhancing redundancy, interconnectivity, and capacity in the Mumbai grid.

### **Notable New Developments**

* **Malad Underground LILO (220 kV):**
Two double-circuit underground cables connecting Aarey–Borivali OH lines (1 km each).
* **Chandivali EHV Scheme:**
Two 220 kV lines linking KVPTL Vikhroli with TPC Saki (0.35 km each).
* **Ghodbunder–Dahisar Twin Lines:**
Strengthening northern transmission corridor (6.5 km each).
* **Aarey–BKC (Golibar) Lines:**
Twin 17.5 km circuits linking Aarey and Golibar substations — major urban power link.
* **Airport Connectivity:**
Two 1.5 km lines connecting TPC-T Sahar to AEML-T Airport substation for aviation load reliability.

## **4. Proposed EHV Substation Bays**

A total of **55 new 220 kV bays** and **262 new 33 kV bays** are planned across **12 substations** under this amendment.

**Major Additions Include:**

* **Chandivali:** 9 (220 kV) & 45 (33 kV) bays
* **Kandivali:** 8 (220 kV) & 45 (33 kV) bays
* **Dahisar:** 10 (220 kV) & 45 (33 kV) bays
* **Airport:** 10 (220 kV) & 43 (33 kV) bays

These additions will **expand transmission capacity** and integrate new urban nodes like **Malad, Airport, and Golibar** into the 220 kV grid.

## **5. Continuity Clause**

All **original terms and conditions** of the *Transmission Licence No. 1 of 2011* **remain valid**, except where explicitly modified by this Fifth Amendment.
