#### 1. Project Overview & Key Commercial Terms

– **Name of Work:** PROVISION OF ROOF TOP SOLAR POWER PLANT AT 116 TA PARA UNDER THE AOR OF GE DEVIALI.

– **Estimated Cost:** **Rs 42.09 Lakhs**.
– **Period of Completion:** **180 days**.
– **Cost of Tender Documents:** **Rs 500.00** (non-refundable), payable via DD/Banker’s Cheque in favour of “GE Deolali”.
– *Note:* Contractors who quoted in a previous call for this same work are exempted from this payment.
– **Earnest Money Deposit (EMD):** **Rs. 86,000/-** , to be submitted in favour of “Garrison Engineer Deolali” in the form of a **Deposit at Call receipt**. **Fixed Deposit Receipts (FDR) are not acceptable.**
– **Type of Contract:** The contract is based on specifications, IAFW-1779-A, and the General Conditions of Contracts (IAFW-2249). The bidder must price the Schedule ‘A’ (Bill of Quantities – BOQ).
– **Bid Submission Deadline:** **February 21, 2026**.
– **Bid Opening:**
– **Cover 1 (Technical):** February 23, 2026.
– **Cover 2 (Financial):** Will be opened later, only for bidders who qualify in Cover 1.

#### 2. Eligibility Criteria: A Two-Track Approach

The tender provides a clear path for both enlisted and non-enlisted contractors.

– **For MES Enlisted Contractors:**
– Must be enlisted in **Class ‘D’ and above** and in **`b(i)` category**.
– Must have satisfactory performance remarks, with no adverse comments in the Work Load Return (WLR).

– **For Contractors NOT Enlisted with MES:**
– Must meet the full enlistment criteria for MES **Class ‘D’, `b(i)` category**. This includes requirements for:
– Satisfactory completion of works of requisite value for Central/State Govt/PSUs.
– Minimum annual turnover.
– Bank solvency and working capital.
– All criteria are detailed in Paras 1.4 and 1.5, Section 1 of the MES Manual of Contracts-2020.
– If already working in MES, must have no adverse remarks in the Work Load Return (WLR).
– Must provide details of all completed and ongoing MES works.
– Must not be suspended/debarred/blacklisted by any government entity as of the bid submission end date.

– **General Eligibility:**
– **Foreign firms are not eligible.** Indian firms with foreign nationals or NRIs as directors are eligible, subject to security clearance.
– Firms are considered “related” if they have common Proprietors/Partners/Directors. The Accepting Officer has the final say on issuing tenders to related firms, and they will not be issued tenders simultaneously.

#### 3. The “One Class Below” Rule: Expanding the Pool

To ensure sufficient competition, the MES has a mechanism to include contractors from lower classes if the number of eligible bidders is low.

– **Scenario A (If fewer than 7 eligible bidders):** Contractors one class below (or two classes below for remote areas) the required Class ‘D’ will also be considered.
– **Condition:** Their residual work in hand must not be more than five times their tendering limit.
– **Requirement:** They must upload details of all works in hand.

– **Scenario B (If 7 or more eligible bidders):** Only those one-class-below contractors who have previously completed similar works satisfactorily and meet the financial criteria for upgradation will be considered. They must upload documents proving this.

#### 4. Bid Submission & Document Requirements (Two-Cover System)

Bidders must upload their bids on the portal and also send physical copies of certain instruments.

– **Cover 1 (Technical Bid – Uploaded Online):**
– **For MES Enlisted:**
1. Application on firm’s letterhead.
2. Valid and renewed enlistment letter.
3. Scanned copies of DD for tender cost and EMD instrument.
4. Any other required documents.
– **For Non-Enlisted:**
1. Application on firm’s letterhead.
2. Scanned copies of DD for tender cost and EMD instrument.
3. Police Verification/Clearance Certificate or notarized passports of Proprietor/Partners/Directors.
4. **All documents required for MES Class ‘D’ enlistment.**
5. Details of any MES works in hand.
6. Any other required documents.

– **Physical Submission (Critical Condition):**
– The original physical DD for the tender cost and the EMD instrument must reach the GE Deolali office **within 5 days of the bid submission end date**.
– **Consequences of non-receipt:**
– **MES Enlisted:** Financial bid will be opened, but the contractor will be **banned from bidding for six months**.
– **Non-Enlisted:** Financial bid **will not be opened**, and the firm will be **circulated and banned for six months**.
– **For ALL Contractors:** If the **physical EMD instrument is not received**, the financial bid **will not be opened**.
