## **Eligibility Criteria**
### **For MES Enlisted Contractors**
* Must be **Class ‘A’ and above**, with satisfactory work performance (as per Work Load Return).
* Must have **MoU with solar power firms** registered on the **PM Surya Ghar: Muft Bijli Yojana National Portal** with total installed capacity >400 kWp.
* Contractors with direct vendor registration can also qualify.
### **For Non-MES Contractors**
* Must meet criteria of **Class ‘A’ contractors** (experience, turnover, solvency, working capital).
* Must also have MoU with solar power firms registered as above (or be registered themselves).
* Should not be blacklisted/suspended by government/PSUs.
* Police verification/character certificate required.
### **Solar Work Experience (Mandatory for All Contractors)**
* Should have completed solar power projects in Government/PSU in last 7 years, with minimum:
* 1 work ≥ 400 kWp (80%), OR
* 2 works ≥ 250 kWp (50%), OR
* 3 works ≥ 200 kWp (40%).

## **Other Conditions**
* **Bidder Restrictions:**
* Related firms (common partners/directors) cannot bid simultaneously.
* No subletting, except to family members or own employees (not separate MES-registered firms).
* **Integrity Pact:** Must be signed and uploaded with bid.
* **Foreign Firms:** Not eligible. Indian firms with foreign directors allowed only after security clearance.
* **Evaluation & Appeals:** Technical bid validation by Accepting Officer; rejection can be appealed to HQ CE (Navy) Mumbai.
