**TECHNICAL SCOPE (Key Components)**
– Solar PV modules: 500Wp bifacial (50 Nos.)
– Inverter: 25 KVA hybrid PCU with MPPT
– Battery bank: 48V/200AH VRLA with 8-hour backup
– Mounting structure (Al/GI)
– Civil works for battery room
– Balance of system, cabling, earthing, etc.
**WARRANTY & MAINTENANCE**
– Solar plant: 10 years
– Batteries: 3 years
– Inverter & mounting: 5 years
– Quarterly maintenance visits for 3 years (inclusive)
**BID STRUCTURE & EVALUATION**
– **Two-Envelope System:**
1. **Technical Bid:** EMD, eligibility documents, experience proof
2. **Financial Bid:** Priced BOQ
– **Evaluation:** Technical qualification first, then lowest-priced bidder selection (but NECTAR reserves right to reject any bid without reason)
**CONTRACTUAL HIGHLIGHTS**
– **Liquidated Damages:** 0.5% per week delay, capped at 10% of contract value
– **Insurance:** Contractor must carry All Risk & Third-Party policies
– **Dispute Resolution:** Arbitration in Shillong under Indian Arbitration Act, jurisdiction: Meghalaya High Court
– **Labour Compliance:** All labour laws applicable; PF, ESI, minimum wages, safety codes mandatory
– **Force Majeure:** No compensation for delays due to natural calamities
– **Ethics Clause:** Zero tolerance for corruption, fraud, collusion; leads to blacklisting for 3 years
