## 📋 **Instructions to Bidders**
* Bidders must **visit project sites** before submission to understand site and roof conditions.
* **No additional claims** will be entertained after bid submission for site-related issues.
* Bids **not accompanied** by a valid Bid Security or proof of e-payment will be **rejected as non-responsive**.
* Bidding and submission will be **entirely online**; **no physical documents** will be issued.
* A **Class 3 Digital Signature Certificate (DSC)** is **mandatory** for submission.

## 🇮🇳 **Eligibility & Compliance Requirements**
1. **Local Supplier Category:**
* Only **Class-I** and **Class-II** local suppliers (as per the *Public Procurement (Preference to Make in India) Order*) can participate.
2. **Land Border Policy Compliance:**
* Bidders from countries sharing land borders with India must be **registered with the Competent Authority**.
* The same applies to bidders with **Transfer of Technology (ToT)** arrangements with such countries.
* Exemption applies to countries with Indian Government credit lines or development cooperation.
3. **Document Transfer:**
