Summary:
—
## **Case Background**
* **Authority:** Central Electricity Regulatory Commission (CERC), New Delhi.
* **Petition No.:** 686/TL/2025

—
## **Scope of the Petition**
The petition was filed under **Section 14 of the Electricity Act, 2003** read with the **2024 Transmission License Regulations** seeking a **separate RTM (Regulated Tariff Mechanism) Transmission License** for the following project:
1. **Augmentation of ICTs at Bikaner-IV Pooling Station**
* **2×500 MVA (7th & 8th), 400/220 kV ICTs**.
* Associated bays: 220 kV sectionalizer (1 set), 220 kV bus coupler (1 no.), 220 kV tie bus coupler (1 no.).
* Estimated cost: ₹122.88 crore.
* Implementation timeframe: **21 months (by 05.02.2027)**.
2. **Implementation of 220 kV Line Bays for RE Projects**
* **3 line bays** at 765/400/220 kV Bikaner-IV PS.
* 1 bay for *Furies Solren Pvt. Ltd.* (300 MW).
* 2 bays for *SJVN Green Energy Ltd.* (500 MW).
* Estimated cost: ₹18.54 crore.
* Implementation timeframe: **11.11.2026**.
—
## **Petitioner’s Requests**
* Grant of a separate RTM transmission license for the above scope.
* Liberty to approach CERC for determination of **actual transmission charges** post-completion.
* Permission to rectify any errors/omissions.
—
## **Key Observations**
* The project forms part of the **Rajasthan Renewable Energy Zone (REZ) Phase-IV (Part-3: 6 GW)** evacuation scheme.
* Earlier, POWERGRID Bikaner IV Transmission Ltd. had already been granted a **TBCB license** (Tariff-Based Competitive Bidding) for Part-A of the same REZ scheme in April 2025.
* The **National Committee on Transmission (NCT)** and **CTUIL** had approved this RTM allocation in May 2025.
* A **mismatch of 3 months** was noted:
* Furies Solren’s connectivity is scheduled for **05.02.2027**, but the line bay will be ready by **11.11.2026**.
* This arose because NCT extended ICT implementation timelines by 3 months.
* CERC left it open for parties to approach the Commission later, if needed.
—
## **Decision**
* CERC found the Petitioner to be **prima facie eligible** for grant of a separate RTM transmission license under Section 15 of the Act.
* Ordered that:
* A **public notice** be issued in two daily digital newspapers and on the CERC website inviting objections/suggestions by **08.10.2025**.
* The matter will be **listed for further hearing on 14.10.2025**.
