### **1. Case Background**

* **Petitioner:** Ratle Kiru Power Transmission Limited (RKPTL).
* **Respondents:** CTUIL, RECPDCL, CEA, PGCIL, multiple state DISCOMs, hydro project developers (Ratle HEP, Kiru HEP, Chenab Valley, etc.).
* **Subject:** Application for **transmission licence** under Sections 14 & 15 of the Electricity Act, 2003, for *“Transmission scheme for evacuation of power from Ratle HEP (850 MW) & Kiru HEP (624 MW): Part-A”* on **Build, Own, Operate & Transfer (BOOT)** basis.

### **2. Scope of Transmission Scheme**

* **LILO of 400 kV Kishenpur–Dulhasti line (Twin) at Kishtwar S/s** with 2 GIS bays.
* **400 kV Kishenpur–Samba D/c line (Quad)** with partial bypass.
* **Bypassing of Kishenpur–Kishtwar line (Quad)** to form Kishenpur–Samba direct link.
* **Switchable Line Reactors:**

* 1×80 MVAr at Samba end (Kishtwar–Samba line).
* 1×63 MVAr each on both ckts at Jalandhar end (Kishenpur–Jalandhar direct line).
* 1×80 MVAr at Samba end of Samba–Nakodar line.
* **400 kV Samba–Jalandhar D/c line (Quad)** with bypass to Nakodar.
* **Associated GIS buildings, bus ducts, bays, and equipment** at Kishtwar, Samba & Jalandhar substations.

**Schedule:** 24 months from SPV transfer (i.e., COD by 24.03.2027).

### **3. Competitive Bidding**

* **BPC:** REC Power Development & Consultancy Ltd. (RECPDCL).
* **Successful Bidder:** *IndiGrid 2 Pvt. Ltd.* with lowest annual transmission charges (ATC) of **₹1952.32 million**.
* RKPTL formed as SPV for project execution.

### **4. Commission’s Findings**

* **Prima facie licence proposal:** Issued on 02.08.2025; public notice published (08.08.2025, Hindustan Times/Hindustan).
* **No objections** received.
* **CTUIL (07.04.2025):** Recommended grant of licence.
* Commission satisfied that petitioner met conditions under **2024 Transmission Licence Regulations**.

### **5. Directions & Conditions of Licence**

* **Transmission Licence Granted** to RKPTL for 25 years.
* Conditions:

* Compliance with **2024 Transmission Licence Regulations** & future amendments.
* No trading of electricity.
* Payment of licence fees (per CERC Fees Regulations, 2012).
* Compliance with **NLDC/RLDC directions** under Sections 26, 28, 29.
* Maintain performance standards (CERC 2012).
* Provide non-discriminatory **open access** (OA/GNA/Grid Code 2023).
* No other business without CERC intimation (Sharing Regulations, 2020).
* Submit required reports and ensure EPC contracts via competitive bidding.
* **Monitoring:** CTUIL, Independent Engineer, and CEA to oversee execution & report lapses.

* **Licensee:** Ratle Kiru Power Transmission Ltd. (SPV of IndiGrid 2).
