### **Commission Findings & Decision**

* The CERC **reviewed** the petition, the CTUIL’s recommendation, and the absence of any public objections.
* **Public notice** was issued in *Indian Express* and *Hindustan* on 4 October 2025; **no objections received**.
* CERC found the Petitioner **eligible for a separate RTM transmission licence**.
* Accordingly, the Commission **granted the licence** to PKTL with the following key terms:

### **Licence Conditions**

1. **Validity:** 25 years from the date of issue.
2. **Regulatory Compliance:** Must adhere to all CERC, CEA, and Grid Code standards.
3. **Open Access:** Non-discriminatory open access to be provided to other entities.
4. **No Electricity Trading:** Licensee prohibited from engaging in trading activities.
5. **Fee Obligations:** Licence fees payable as per CERC (Payment of Fees) Regulations, 2012.
6. **Performance Standards:** Compliance with CERC (Standard of Performance) Regulations.
7. **Monitoring:** Project execution monitored by CTUIL and CEA; any lapses to be reported to CERC.
8. **Renewal:** Renewal application to be filed 2 years before licence expiry.
