### **1. Purpose of the Draft Order**

* MNRE aims to update the minimum efficiency requirements for Solar PV modules listed under ALMM List-I.
* The update ensures the list reflects **modern, high-efficiency, commercially viable technologies**.
* It is intended to act as a **quality filter**, eliminating outdated and low-efficiency modules from the Indian market.

### **2. Existing ALMM Efficiency Thresholds**

* Current thresholds vary by **application category** and **technology type** (c-Si and CdTe).
* For utility-scale projects:

* c-Si: **20%**, CdTe: **19%**.
* For rooftop and solar pumping:

* c-Si: **19.5%**, CdTe: **18.5%**.
* For off-grid (DRE < 200 Wp):

* Both c-Si and CdTe: **18%**.
* For all other applications:

* c-Si: **19%**, CdTe: **18%**.
* These values represent the **currently accepted performance baseline**.

### **3. Reason for Revision**

* Solar module technologies have improved significantly in the last few years.
* India’s market now has access to **higher-efficiency products** such as TOPCon, HJT, and advanced thin-film modules.
* MNRE wants ALMM to remain **dynamic, updated, and aligned with global standards**.
* The change ensures only **modern, high-performance modules** are deployed in national projects.

### **4. Proposed Efficiency Thresholds (Effective 1 January 2027)**

* MNRE proposes higher minimum efficiencies starting **01-01-2027**.
* Utility / Grid-scale:

* c-Si: **21.0%**, CdTe: **20.0%**.
* Rooftop / Solar Pumping:

* c-Si: **20.5%**, CdTe: **19.5%**.
* Off-grid (DRE < 200 Wp):

* c-Si & CdTe: **19.0%**.
* Other applications:

* c-Si: **20.0%**, CdTe: **19.0%**.

### **5. Further Increased Thresholds (Effective 1 January 2028)**

* MNRE proposes an additional incremental rise effective **01-01-2028**.
* Utility / Grid-scale:

* c-Si: **21.5%**, CdTe: **20.5%**.
* Rooftop / Solar Pumping:

* c-Si: **21.0%**, CdTe: **20.0%**.
* Off-grid (DRE < 200 Wp):

* c-Si & CdTe: **19.5%**.
* Other applications:

* c-Si: **20.5%**, CdTe: **19.5%**.
