**1. Project Details**
* **Scope:** Selection of developers for setting up of 1400 kW of grid-connected rooftop solar PV power projects without battery storage.
* **Regions Covered:** Uttarakhand, Arunachal Pradesh, Assam, Meghalaya, Tripura, Mizoram, Manipur, Nagaland, Jammu and Kashmir, Himachal Pradesh, and Andaman & Nicobar Islands.
* **Model:** RESCO/PPA (Renewable Energy Service Company / Power Purchase Agreement).
**2. Eligibility Criteria**
* The tender is for “commercially established and operational technologies.”
* The evaluation will be based on the information provided in the bids, and bids must conform to all terms and specifications of the RfS.
* In case of a tie, the bidder with the highest Capacity Utilization Factor (CUF) will be declared the L-1 bidder.
**3. Financial Requirements**
* **Tender Fee:** INR 5,900 (non-refundable)
* **Earnest Money Deposit (EMD):** INR 1,100 per kW of quoted capacity
* Financial bid is part of the “Single Stage Two Envelope Bidding Process.”
**4. Bid Submission**
* **Mode:** Online via the Electronic Tender System (ISN-ETS) Portal.
* **Pre-Bid Meeting:** August 4, 2025, at 15:00 Hrs
* **Last Date and Time for Online Bid Submission:** August 14, 2025, until 13:00 Hrs
* **Date & Time of Technical Bid Opening:** August 14, 2025, at 15:00 Hrs
* **Bid Validity Period:** 12 months from the last date of online bid submission.
**5. Key Conditions**
* The project is being implemented by SJVN as the Scheme Implementation Partner (SIP) for MNRE.
* SJVN reserves the right to modify or cancel the bid process at any stage without any liability.
* Bids without the required tender fees and EMD will be rejected.
* The Bidder is responsible for examining all aspects of the works and site conditions.
