**Scope of Work:**
Hiring services for establishing **Microgrid Solutions** comprising:
* **Solar Plant**
* **Battery Energy Storage System (BESS)**
* **Energy Management System (EMS)**
at **3 production installations/well plinths** of OIL, along with **post-commissioning operational support**.
**Key Details:**
* **Tender Type:** Open Indigenous E-Tender, Single-Stage Two-Bid system (Technical + Price).
* **Bid Security (EMD):** ₹19,17,000, valid for 165 days.
* **Performance Security:** 10% of total contract value, valid up to 3 months beyond contract period.
* **Bid Validity:** 120 days.
* **Mobilization Period:** 15 days from issue of Letter of Award (LoA).
* **Project Duration:** 6 months 15 days (including mobilization).
* Site survey & design (2 months, with IIT approval)
* Material supply (2 months)
* Erection (1 month)
* Testing & commissioning (1 month)
* **Operational Support:** 4 years post-commissioning (16 services per location).
* **Contract Duration:** 4 years, 6 months, 15 days (extendable if delays occur).
* **Locations:**
1. Mechaki EPS (Loc TX)
2. Loc-HNE (Makum)
3. Loc-HTZ-H Well plinth (Makum), under Eastern Asset of OIL.
* **Liquidated Damages:** As per SCC, Part-III, Clause 8.0.
* **Bid Submission:** Through OIL’s e-Procurement Portal with Class-3 DSC.
* **Bids Opening Place:** Contracts Dept., Oil India Limited, Duliajan, Assam.
* **Integrity Pact:** Mandatory (Part-VI of tender).
**Important Notes:**
* No withdrawal of bids during validity; withdrawal leads to debarment.
* Conditional bids are liable for rejection.
* Fraudulent documents will lead to cancellation and action under OIL’s banning policy.
* No splitting of quantities—entire work is to be awarded to a single contractor.
