## **Eligibility Criteria (Business Critical)**

### **A. For MES Enlisted Contractors**
– Must be enlisted with MES in **Class ‘D’ and above**, **Category ‘b(1)’**.
– Must have **satisfactory performance** and no adverse remarks in Work Load Return (WLR).

### **B. For Contractors NOT Enlisted with MES**
– Must meet **Class ‘D’ enlistment criteria** as per MES Manual of Contracts 2020 (Para 1.4 & 1.5).
– Must provide:
– **Work experience** (last 2 years): Two works > Rs 25 lakhs OR one work > Rs 40 lakhs OR average annual turnover > Rs 50 lakhs.
– **Solvency certificate** from a nationalized/scheduled bank.
– **Working capital certificate** from bank.
– No blacklisting/suspension by any Central/State Govt/PSU.
– **Foreign firms** are **not eligible**. Indian firms with foreign nationals as directors require security clearance.

### **C. Special Provision for Lower-Class Contractors**
– If fewer than 7 eligible bidders, **one class below** (or two classes below for remote areas) may be considered.
– **‘E’ Class contractors** can also bid but must prove upgradation criteria to ‘D’ class (experience, solvency, working capital).
– Residual work in hand should not exceed **5 times tendering limit** (relaxed if upgradation criteria met).

## **Bid Submission & Document Requirements**

## **Critical Business Risks & Penalties**

| **Quoting on pre-revised BOQ after corrigendum** | Bid treated as non-bonafide, may be rejected. |
| **Failure to submit physical tender cost DD (enlisted contractor)** | 6-month ban from bidding + recovery of tender cost from dues. |
| **Failure to submit physical EMD (any contractor)** | Financial bid not opened. |
| **Deficiency in Cover 1 documents** | 7 days given to rectify; else financial bid not opened. |
