## 🧾 Eligibility

### A. MES Enlisted Contractors (with MoU)

* Must be **Class A** enlisted with MES.
* Must have an **MoU with an eligible solar power firm** (see § 8D below).
* No adverse remarks or suspension.

### B. Un-enlisted Contractors (with MoU)

* Must meet **Class A enlistment criteria** (turnover, solvency, experience).
* Must not be blacklisted or debarred.
* Must hold **MoU with an eligible solar firm**.

### C. Solar Power Firm Bidding Directly

* Must meet **PQC requirements** (below).
* Must be registered on **PM Surya Ghar: Muft Bijli Yojana** portal.
* Must show a **cumulative installed capacity ≥ 820 kW** (verifiable online).

## ⚙️ Pre-Qualification Criteria (PQC)

Bidder must have completed **similar solar works** within the past 7 years —
any one of:

* 3 works ≥ 40 % of 820 kW (≥ 328 kW each), or
* 2 works ≥ 50 % (≥ 410 kW each), or
* 1 work ≥ 80 % (≥ 656 kW).

“Similar” = Design, Supply, Installation, Testing & Commissioning of solar plants with electrical works for MES/PSUs/Govt bodies.
Attach work orders, completion & performance certificates.

## 📦 Bid Submission

* Upload bids on the portal in **two covers**:

* **Cover 1 (T-Bid)** – technical documents, MoU, DD scan, eligibility proofs, Integrity Pact.
* **Cover 2 (Q-Bid)** – financial quote (BOQ).
* Physical DDs & Integrity Pact must reach CE Pune Zone within 5 days of bid end.

## 🚫 Important Rules

* **No subletting** or third-party execution.
* **Shortfall documents** must be uploaded promptly when requested, else Q-bid won’t open.
* **Old BOQs** or incorrect versions → bid rejected.
* **Rate withdrawal/revision after opening** → EMD forfeiture and disqualification.
* **Integrity Pact** is mandatory; scanned copy in Cover 1 + original by post.
* **Jurisdiction**: Courts at place of tender issue (Pune).
