### 3. Eligibility Criteria (Pre-Qualification & Technical)

This is a single-stage bidding process where bidders must meet strict criteria to be considered.

**A. General Eligibility:**
1. **Entity Type:** Must be a registered company (under Companies Act), partnership firm, LLP, or proprietorship. System integrators are allowed.
2. **GST & PAN:** Must have a valid GSTIN and PAN registration.

**B. Financial Eligibility:**
1. **Turnover:** The bidder’s average annual turnover from the best three of the last five financial years (2020-2025) must be at least **30% of the tender cost, i.e., ₹3.10 Crores**.
2. **Net Worth:** The net worth for the preceding financial year must be positive. CA-certified balance sheets are required.

**C. Technical Experience:**
1. **Past Performance:** The bidder must have experience in supplying and installing at least **300 units** (30% of bid quantity) of similar solar lighting projects (e.g., Solar High Mast, Smart Street Lights, Solar Trees) for Central/State Govt. organizations or reputed companies in the last five years.
2. **Completion Certificates:** Proof of completion from the concerned government department/organization is mandatory.

**D. Technical Specifications & Documentation:**
1. **Test Certificates:** Valid test reports (not older than five years) for the complete system or main components (PV Module, Battery, LED Unit) from an **MNRE-authorized or NABL-accredited lab**.
2. **Affidavit (Form H):** A notarized affidavit declaring acceptance of all terms, no past blacklisting, no tax dues, and a commitment to open service centers in allotted districts.
3. **OEM Authorization:** An authorization letter from the Original Equipment Manufacturer (OEM) in the bidder’s name.

### 4. Technical Specifications of the System

The proposed system must meet the following minimum requirements:

– **PV Module:** 440 Wp aggregate capacity (4 x 110 Wp modules). Must be indigenous, IEC tested, with cell efficiency >16% and Voc ≥ 21V.
– **Battery:** Lithium Ferro Phosphate (LiFePO4), 12.8V, 200Ah (4 x 50Ah). Must have a 5-year warranty and >2000 cycle life.
– **Light Source:** 4 x 18W White LED (4x18W). Color temperature 5500-6500K, efficacy >135 lumens/watt @ 350mA. Luminaire must have >125 lumens/watt efficacy and IP65 rating.
– **Charge Controller:** MPPT or PWM type, microcontroller-based with four-stage charging. Must have inbuilt remote monitoring capability (GSM/GPRS/SMS) to track system parameters (voltage, current, faults, location).
– **Structure:** The pole must have an RCC foundation (600x600x1250mm) and withstand wind loading of 180 km/hr.
– **Warranty:** 25 years for PV modules, 5 years for the complete system (including battery).
