#### **1. Tender Overview**

#### **3. Eligibility Criteria (Critical for Qualification)**
The tender is open to:
* Approved contractors of **CPWD, MES, Railways, P&T, and Uttarakhand PWD** (Building & Roads)/Housing Board/Development Authority.
* Eligible **manufacturers listed with MNRE** or approved vendors of **UREDA/UP State Electricity Corporation Ltd.** having a valid electrical license.
* **Authorized OEMs** of Solar Power Plant equipment.

**Technical Experience Requirement (Last 7 years):**
* Three similar works each costing ≥ **₹17.64 Lakh**, **OR**
* Two similar works each costing ≥ **₹26.46 Lakh**, **OR**
* One similar work costing ≥ **₹35.27 Lakh**.
*(Value of past works to be enhanced by 7% simple interest per annum from completion date to bid submission date).*

**Additional Mandatory Requirements:**
* **Solvency Certificate:** For an amount of at least **50% of the estimated cost** (₹22+ Lakh).
* **GST Registration** in Uttar Pradesh or an undertaking to obtain it within one month of award.
* **Undertaking from OEM** for technical support, spares for 7 years, and performance warranties (90% output for 10 years, 80% for 25 years for modules; 5 years for PCU).
* Firm should not have incurred losses in more than two of the last five financial years (2019-20 to 2023-24).

#### **4. Scope of Work (Comprehensive EPC Package)**
The contractor is responsible for a complete turnkey solution, including:
* **Site Survey, Design, and Drawing Approval.**
* **Supply of All Materials:** Using only approved makes (e.g., **TATA/BEL/CEL panels; EXIDE/HBL batteries; ABB/Schneider boards; Havells/KEI/Polycab cables**).
* **Civil Works:** Construction of battery/control rooms with plinth height of 0.6m, internal roads, drainage, and all necessary foundations.
* **Electrical Works:**
* Supply and installation of new **Solar PV Modules (min. 335W, ALMM listed)**.
* New **Battery Bank** (LMLA/VRLA tubular) for 6-hour backup.
* New **Module Mounting Structures (MMS)** designed for 170 km/h wind speed.
* New **Hybrid Inverter/PCU** (10 KVA, with grid/DG charging).
* New **Junction Boxes, ACDB, DCDB.**
* Comprehensive **cabling, earthing, lightning protection, and surge protection**.
* **Rewiring of existing BOP buildings** to connect to the solar plant.
* Installation of **changeover switches** for grid/DG/solar power.
* **Testing & Commissioning:** As per CPWD, MNRE, IEC, and IS standards.
* **Statutory Approvals:** Liaison with electrical inspectorate and other local authorities.
* **Documentation:** Submission of detailed project reports, manuals, test certificates, and “as-built” drawings.
* **Comprehensive Onsite Maintenance & Warranty:** **5 Years** for the entire plant, including batteries.

#### **5. Financial Terms & Payment**
* **Performance Guarantee:** 5% of the contract value to be submitted after award.
* **Payment:** Based on running bills against actual work progress. No advance payment.
* **Price Escalation:** **NOT ALLOWED.** Rates are firm and fixed for the entire contract period.

#### **6. Submission Process**
* **Platform:** Bids must be submitted **online only** via the CPP Portal: **www.eprocure.gov.in**.
* **Requirement:** Valid **Digital Signature Certificate (DSC)** is mandatory.
* **Process:** Two-bid system. The **Technical Bid** (Part-I) will be opened first. Only technically qualified bidders will have their **Financial Bid** (Part-II) opened.

#### **7. Important Conditions & Notes**
* **Security Protocols:** Due to the sensitive border location, all staff must have valid police verification. Work is allowed only in daylight hours (till 5 PM). Contractors must arrange their own accommodation, water, and food for labour.
* **Integrity Pact:** Bidders must sign a stringent Integrity Pact against corruption and fraudulent practices. Breach can lead to disqualification, forfeiture of EMD/security, and blacklisting.
* **Site Inspection:** Bidders are strongly advised to visit the sites at their own expense to understand the conditions; no claims will be entertained later.
* **Right to Reject:** SSB reserves the right to reject any or all bids without assigning any reason.
