### **Key Provisions**
#### **1. Applicability**
– **Wind generators** (with/without ESS): ≥10 MW
– **Solar generators** (with/without ESS): ≥5 MW
– **Wind-Solar Hybrid** (with/without ESS): ≥5 MW
– **Buyers** of wind, solar, or hybrid power: ≥1 MW
#### **2. Forecasting and Scheduling**
– Generators/sellers and buyers must submit **week-ahead, day-ahead, and intra-day forecasts** to SLDC.
– May be done **individually** or through a **Qualified Coordinating Agency (QCA)**.
– **SLDC** may also undertake forecasting for grid security.
#### **3. Deviation Settlement Mechanism (DSM)**
– **Tolerance limits**:
– Wind & Hybrid: ±10%
– Solar: ±5%
– Buyers: ±5%
– **No charges** if deviation within limits.
– **Deviation charges** apply beyond limits (slab-based, ranging from ₹0.25/kWh to ₹0.75/kWh).
– Charges are payable into a **State Deviation Pool Account**.
#### **4. Role of Qualified Coordinating Agency (QCA)**
– Acts as a nodal agency for forecasting, scheduling, metering, and settlement.
– Must be registered with SLDC.
– Generators may also opt for **SLDC’s forecasting services** (subject to charges).
#### **5. Metering and Telemetry**
– **Special Energy Meters (SEMs)** with AMR and IoT capability required.
– Real-time data telemetry mandatory for turbines/inverters.
– Data must be shared with SLDC directly or via QCA.
#### **6. Grid Priority**
– Renewable energy sources shall be given **first priority** in scheduling and dispatch under normal conditions.
