Electricity EE to look after net metering approval, grid connectivity procedures

Panaji : In order to streamline and facilitate installation of rooftop solar (RTS) system for prosumers (consumer cum producer) and speed up grid connectivity process, the procedure for net metering approval and grid connectivity has been transferred to the executive engineer (EE) of the concerned division of the electricity department with immediate effect.

Net metering is a billing mechanism for solar energy generated that is added to the grid, while grid connectivity is required for transmission and distribution of solar power generated.

Earlier, the entire process was dealt from the department’s head office in Panaji and by Goa Energy Development Agency.

As per the procedure laid down by the department, for the low tension solar grid connectivity under net metering, the application form and documents should be submitted by installer/prosumer in the office of the concerned sub-divisional engineer of their jurisdiction.

Thereafter, the grid feasibility report has to be prepared by the sub-divisional assistant engineer (AE) and to be submitted to their concerned EE for approval.

The provisional approval is to be issued by the concerned divisional EE with a copy to Goa Energy Development Agency and chief electrical engineer and superintending engineer circle I/II, Panaji, Margao within two working days.

The installer/consumer will be asked to submit the design documents to the sub-divisional AE, and AE after reviewing the design, will submit the same to the EE. Approval of design and signing of the power purchase agreement (PPA) will be done by the divisional EE, while RTS plant installation has to be done by the installer/prosumer after which it will be inspected by sub-divisional AE while the issuance of final grid connectivity approval by divisional EE should be done within 5 days from the date of inspection of the plant by AE.

Net meter/soar meter installation has to be done by the sub-divisional AE and also the grid connection. The sub-divisional AE should intimate the concerned EE about the grid connectivity and the EE should intimate the date of grid connectivity to GEDA and CEE and concerned superintending engineer.

Meanwhile, for the HT solar grid connectivity under net metering, the application form and documents under net metering should be submitted by installer/prosumer in the office of the concerned divisional EE of their jurisdiction.
