# **1. Scope of Work**

The bidder must execute the *complete* EPC + long-term O&M responsibility for:

### **🔹 10 MW Rooftop Solar PV System (Jodhpur District)**

* Installation on multiple State Government office buildings, institutional buildings, and other public structures.
* Project includes design, engineering, supply, installation, net-metering, commissioning, and maintenance for **25 years**.
* All work must comply fully with the **Rate Contract specifications (RC)**.

# **2. Tender Structure**

This tender notice is only a **summary**; the full conditions are inside the **Rate Contract Document (RC)** and the **Tender Information Summary (TIS)**.
Bidders must download and read the complete RC from:

All bids must be submitted **online only**. No physical bids are allowed.

# **3. Procurement Mode**

✔ **E-tendering only**
✔ Requires valid **Digital Signature Certificate**
✔ Final bid submission through **CPPP portal** (eprocure.gov.in)

All updates, corrigenda, and clarifications will be posted only on the e-proc portals.

# **4. Eligibility Criteria**

The tender is open to all bidders who meet the **Eligibility** and **Qualification** criteria defined in the RC. These include, but are not limited to:

* Technical experience in rooftop/grid-connected solar EPC
* Financial soundness (Net Worth requirements)
* Prior performance compliance
* Possession of required statutory registrations

# **5. Clarification Process**

* Any bidder may request clarification **in writing or electronically**.
* Clarifications must be sought **before the clarification end date** in TIS (or at least 7 days before bid submission deadline).

No extension is granted even if deadline falls on a holiday.

# **6. Bid Evaluation & Allocation Process**

A systematic multi-stage evaluation process is followed:

## **A. Determining L1 and Capacity Allocation**

* Minimum project capacity a bidder can quote: **1 MW**
* Maximum: **10 MW**
* If L1 bidder quotes full **10 MW**, entire tender goes to L1.
* If L1 quotes <10 MW, remaining capacity will be offered to L2, L3, L4… sequentially:

* They must **match L1 price** to receive allocation.
* Process continues until the full 10 MW capacity is allotted.

## **B. Handling Same Price Bids**

If two bidders quote the same rate after e-Reverse Auction (e-RA):

✔ Bidder with **higher Net Worth** ranks above lower Net Worth.

# **7. Contract Award & Security Requirements**

### **Work Contract issuance**

Contract will be issued to the selected bidder(s).
If bidder fails to acknowledge or submit **Contract-PBG**, REIL may cancel the award.

### **Signing of Contract**

* Agreement must be signed within **15 days** of Work Contract issuance.
* REIL will provide draft contract within **7 days** of issuance.

### **Bid Securing Declaration**

* Expires on awarding of contract & submission of Performance Security.

### **Publication of Results**

* Name and address of successful bidder(s) will be posted online.
