### **1. Case Background**

* **Nature of Petition:** Application under **Sections 14, 15 & 79(1)(e) of the Electricity Act, 2003** read with **CERC Transmission Licence Regulations, 2024** for grant of **Inter-State Transmission Licence**.
* **Project:** *Transmission System for evacuation of power from Renewable Energy Zone (REZ) in Khavda, Gujarat, under Phase-IV (7 GW): Part D* on **Build, Own, Operate & Transfer (BOOT)** basis.

### **2. Project Scope**

Major elements:

1. **765/400/220 kV GIS Substation at Pune-III** with ICTs, bus reactors, line bays, sectionaliser bays, STATCOM (±300 MVAR) & spares.

* Scheduled COD: **24 months (19.11.2026)**.
2. **Boisar-II – Pune-III 765 kV D/c line** (with line bays at both ends).
3. **330 MVAR switchable line reactors** at Pune-III end of Boisar-II–Pune-III line.
4. **LILO of Narendra (New)–Pune (GIS) 765 kV D/c line** at Pune-III.
5. **LILO of Hinjewadi–Koyna 400 kV S/c line** at Pune-III.
6. Associated **line reactors (330 MVAR at 765 kV & 80 MVAR at 400 kV)** with bypass schemes.

Future provisions: Expansion bays for ICTs, reactors, 765/400/220 kV lines.

### **3. Bidding & Tariff**

* **Bid Process Coordinator (BPC):** PFCCL
* **Process:** Tariff-based competitive bidding under Section 63 guidelines.
* **Successful Bidder:** Adani Energy Solutions Ltd. (through Pune-III TL SPV).
* **Quoted Transmission Charges:** **₹5,892.41 million/year**.

### **4. Regulatory Process**

* **CERC Order (02.08.2025):** Prima facie view that licence can be granted → directed publication of public notice.
* **Public Notice (08.08.2025):** In *Indian Express* (all editions) & *Amar Ujala* (Hindi).

* **No objections received.**
* **Hearing (19.08.2025):** Petitioner confirmed absence of objections; sought licence grant.
* **CTUIL Recommendation (05.12.2024):** Supported licence grant.

### **5. Commission’s Decision**

* **Transmission Licence Granted** to Pune-III Transmission Ltd. for 25 years (unless revoked earlier).

* **Conditions imposed:**

1. Comply with **CERC Transmission Licence Regulations, 2024**.
2. Apply for renewal 2 years before expiry.
3. **No electricity trading** allowed during licence period.
4. Pay licence fees per **CERC Fees Regulations**.
5. Comply with NLDC/RLDC directions under EA 2003.
6. Adhere to **Standards of Performance Regulations (2012)**.
7. Provide **non-discriminatory open access** under OA & GNA Regulations, Grid Code, etc.
8. Follow **Sharing of ISTS Charges & Losses Regulations, 2020**.
9. Execute project per **CEA Technical & Grid Standards**.
10. Submit reports/information as required.
11. Award **EPC contract through competitive bidding**.

* **Monitoring:** CTUIL, Independent Engineer & CEA to oversee project execution.

### **6. Outcome**

* **Petition Allowed.**
* Pune-III Transmission Ltd. granted **inter-State transmission licence** to implement *Khavda Phase-IV (7 GW): Part D* evacuation system.
* Order forwarded to **MoP, CTUIL, CEA, PFCCL**.
