### 🧾 **Eligibility Criteria**
#### (a) **MES Enlisted Contractors**
* Must be enlisted in **Class ‘A’ or above**.
* Satisfactory performance record in ongoing MES works.
* Must have an **MoU with a solar power firm** registered as a vendor on the **PM Surya Ghar: Muft Bijli Yojana National Portal**.
* Those with direct registration as solar vendors also qualify.
#### (b) **Unenlisted Contractors**
* Must meet **Class ‘A’** enlistment standards per MES Manual (2020):
satisfactory past performance, financial solvency, turnover, etc.
* Must also have an MoU with a registered solar firm (or be one).
* Must not be blacklisted, debarred, or have adverse remarks.
#### (c) **Experience Requirement (for all bidders / solar firms)**
* Completion of solar power projects in Government/PSU within past 7 years:
* **One project ≥ 400 kWp**, or
* **Two projects ≥ 250 kWp each**, or
* **Three projects ≥ 200 kWp each**.

### 🤝 **Joint Venture (JV) Conditions**
* **Max. 2 parties** allowed in a JV.
* **Lead Party:** ≥ 60% share; **Other Party:** ≥ 30%.
* JV collectively must meet all technical and financial criteria.
* Both must have PAN & GSTIN; JV must obtain both if awarded.
* Foreign firms cannot participate; Indian firms with foreign directors need **security clearance** from MHA.
* JV agreement must clearly define responsibilities and be uploaded with bid.

### ⚙️ **General Conditions**
* No alteration or deviation in tender conditions allowed.
* Physical copies of DD/EMD must reach within **7 days of bid submission end date**, else penalties or disqualification apply.
* **No subletting** of work to third parties (except family members or firm employees).
* Non-submission, late documents, or misrepresentation may lead to **debarment up to 6 months**.
* Accepting Officer not bound to accept the lowest bid.
* Tenders by related firms (common directors/partners) will not be accepted simultaneously.
