## 2. Eligibility Criteria – Summary

### ✅ **A. For MES Enlisted Contractors**
– Enlisted with MES in **Class ‘D’ and above**
– Must have **MoU with solar power firms** having credit rating **1A/1B/1C/2A/2B/2C** from CRISIL/CARE/FITCH/ICRA/SMERA/Brick Work Ratings
– Contractors with **their own solar rating** meeting the above criteria are also eligible
– Must upload:
– Enlistment letter (duly renewed)
– Scanned DD/BC for tender cost + EMD (if no Standing Security Bond)
– GST & EPFO Registration Certificates

### ✅ **B. For Non-MES (Unenlisted) Contractors**
– Must meet **MES Class ‘D’ enlistment criteria** as per Para 1.4 & 1.5, MES Manual on Contracts 2020
– Must **not** be suspended/debarred/blacklisted by any government/PSU/autonomous body
– Must submit:
– Police Verification/Passport/Clearance Certificate
– All documents required for MES Class ‘D’ enlistment
– GST & EPFO Registration Certificates
– MoU with rated solar power firm (unless self-rated)
– **Foreign firms not eligible**; Indian firms with foreign directors subject to security clearance

### ✅ **C. Common Eligibility for All Bidders (Solar Experience)**
Must have successfully completed/commissioned solar power projects in **Government Department/PSU** in last **7 years**:

## 3. Special Provisions – Remote/Difficult Area (Barmer)
– **Barmer is officially declared a remote/difficult area** by HQ CE SC Pune
– If **less than 7 eligible bidders** post Cover-1 opening:
– Contractors **one class below** (or **two classes below** in remote areas) eligible to bid
– Such contractors **excluded** if residual work > **5× tendering limit**
– **Exception**: If they meet **upgradation criteria** (experience + financial soundness), residual work ceiling **does not apply**
– If **7 or more eligible bidders**, only those one class below who meet upgradation criteria are considered
